Duties

Help

As a Bridge Management Specialist, you will be responsible for final review and evaluation of District Commander’s findings, conclusions and recommendations concerning the impacts of proposed bridge projects on navigation and the environment, providing advice and assistance to the Coast Guard district bridge staff, and effectively discharging the Coast Guard bridge permit statutory and operational obligations under the Bridge Program.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Providing expert technical advice in reviewing and processing recommendations for the issuance or denial of permits for bridge projects.
  • Drafting legal permit documents which approve the location and plans of bridge projects.
  • Preparing letters of denial of permits when applicable.
  • Providing program personnel with expert written and oral guidance, statutory interpretation, training and counseling on issues related to the permit function.

Qualifications

To qualify at the GS-11 level, applicants must have one (1) year of specialized experience equivalent to at least a GS-09 in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:

  • Conducting navigational or environmental reviews of bridge permits applications, or other applications of a similar type, 
  • Managing transportation-related projects;
  • Developing decision documents, administrative records, records of decision, or legal permit documents; providing advice, policy guidance or training on related issues;
    Developing navigation, environmental, or similar policy for a program or office;
  • Examining case file documentation concerning bridge or other transportation-related projects (e.g., location, design type, project plans, navigational orientation, environmental consequences);
  • Performing environmental work in accordance with the requirements of the National Environmental Policy Act (NEPA);
  • Applying extensive reference materials (e.g., tide tables, hydraulic data, waterway guide clearances, environmental control laws);
  • Performing program or policy development tasks necessary to respond to program management changes generated by external factors, i.e., new or revised laws, or organizational changes; 
  • Providing guidance and interpretation of technical requirements for a program or office, or to federal, state and local agencies, engineers, bridge owners, consultants and contractors for bridge or transportation-related projects;
  • Conducting various budgeting, workload measurement or evaluation functions; or performing work in areas similar to those described above such as other comparable federal, state or local regulatory approval/permit programs.


OR Ph.D. or equivalent doctoral degree

OR 3 full years of progressively higher level graduate education leading to such a degree

OR LL.M., if related.

  • Examining case file documentation concerning bridge or other transportation-related projects (e.g., location, design type, project plans, navigational orientation, environmental consequences);
  • Performing environmental reviews in accordance with the requirements of the National Environmental Policy Act (NEPA);
  • Providing guidance and interpretation of technical requirements for a program or office, or to federal, state and local agencies, engineers, bridge owners, consultants and contractors for bridge or transportation-related projects;
  • Performing program or policy development tasks necessary to respond to program management changes generated by external factors, i.e., new or revised laws, or organizational changes; and

  • Representing the agency/organization, negotiating, and resolving issues that may be unpopular or controversial with supervisory assistance.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
