Summary

This position is located at the Charlie Norwood VA Medical Center (CNVAMC). The primary purpose of the Associate Ambulatory Care Operations Director-Group Practice Manager is to provide oversight and administrative management of ambulatory care services at the facility and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Help

Major duties and responsibilities include but are not limited to:

  • Lead local program planning and execution for VHA-approved program of clinic practice management at the assigned campus and CBOC level.
  • Review and provide guidance to identify strategies to reduce backlog.
  • Oversee and monitor existing or emerging workflow issues. Oversee and monitor Information Technology (IT) usage and issues and provide guidance to CLs as needed.
  • Identify connections with access and the Veterans Experience. Develop, implement and monitor a facility level plan for sustainment and continuous improvement.
  • Analyze and interpret complex data. Research and prepare comprehensive reports.
  • Act as a representative of ambulatory care management, the ACOD-GPM, and the Chief of Staff with appropriate professional groups and administrative staff to coordinate activities and resolve any problems.
  • Establish and maintain good relations with various groups and organizations.
  • Develop and maintain effective relationships with all clinical and administrative staff at assigned services and CBOCs.
  • Advises departments Associated with the allocation of fiscal, personnel, equipment, and space resources.
  • Supports cost analysis and cost effectiveness studies to determine make/buy decisions to address gaps for the overall healthcare system.
Work Schedule: Monday - Friday, 8:00 am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of qualitative /quantitative as well as analytical/evaluative methods for development and management of a major administrative program for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems in the areas of Clinic Cancellation and No Show, Veteran's Choice Process, Auditing, Consult Management, Telephone Call Center Processes, Contingency Planning, Elevation Planning, Communications Planning, Change Management, Virtual Care Technologies (Telehealth), IT, Equipment and Staffing Acquisitions, Logistics Management, Space Utilization, Strategic Planning, Business Planning, Process Improvement, Veterans Experience, etc.
  • Preferred Experience: Experience with data mining and analysis is preferred. LEAN or Six Sigma experience is preferred.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Extensive walking per day to meet with the VAMC pentad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle.
The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
