Summary

Human Resources Operations Office (HROO) is the comprehensive operational HR service provider for VHA's headquarters, as well as a variety of VHA field and VA department offices. This position serves as the Director for the HROO Recruitment & Staffing (R&S) Shared Service Unit (SSU), and under specific delegation of authority from the HROO Executive Director, the incumbent is responsible for the administration and direction of the HROO R&S SSU.

This is a TERMPORARY PROMOTION not to exceed one year. The temporary promotion may end prior to one year or be extended for up to five years based on the operational needs. The temporary promotion may also be made permanent without further competition.

As the Director of the Recruitment & Staffing (R&S) Shared Service Unit (SSU), you will be responsible for planning, directing, coordinating and exercising management, administrative and technical control over the functions and activities of the R&S SSU with managerial, operational, program and resource responsibility for the HROO R&S SSU. You will serve as the administration's primary advisor for HR Employee and consultative services for the VA Central Office and VHA Central Office nationwide community. Duties include but are not limited to:

  • Acts as consultant for the VHA in anticipating and preparing for human resources needs.
  • Develops and implements recruitment directions and strategies, coordinates and implements VHA automated recruitment and staffing systems.
  • Plans, directs, coordinates, and exercises management, administrative and technical control over the functions and activities of the unit. restructure to address the organization in improvement, growth, and necessary systematic changes.
  • Improves the overall resource governance, management, and performance of HROO and all its subcomponent divisions by applying sound business principles, exercising budgeting and fiscal accountability and linking strategic program planning to budgeting and fiscal performance.
  • Evaluates status of the organization, makes necessary revisions and develops new directions, strategies, goals, and objectives that align with the mission and vision of the organization.
  • Manages work in a virtual environment, prioritizing assignments and shifting workload and FTEEs to ensure effective and efficient workflow.
  • Employs expertise in automated systems to monitor and manage workflow, trends and resources and to increase and improve automated work processes within all units of the organization.
  • Collaborates with peers and subordinates to ensure effective advisory services and ensures continuous progress towards goals.
  • Develops performance standards and evaluates performance for subordinate supervisors.
  • Identifies current and long-term needs, proposes short and long-term strategies to transition to agency automated systems.
  • Establishes, revises, or reviews VHA guidance, procedures, mission objectives, and organization design in an effort to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, and respond to concerns with regulatory compliance and customer requirements.
  • Forms and directs teams and/or independently completes HR and other projects for the Workforce Management & Consulting and HROO that impact all layers of the organization throughout all of the VHA facilities located across the country.
  • Uses extensive knowledge and experience of organizational redesign, realignment, and restructure to address the organization in improvement, growth, and necessary systematic changes.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.

GRADE LEVEL REQUIREMENT
To qualify for this position at the GS-15 level, you must meet one of the following listed Criteria:

Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or
higher and three years of progressive specialized experience equivalent to at least the GS-13 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes:

  • identifying/analyzing and problem-solving HR related situations/problems;
  • establishing and/or revising HR guidance, procedures and/or mission objectives;
  • evaluating HR responsibilities and providing recommendations to organizational leadership;
  • analyzing human resources services to include automated systems, workload, consultative activities involving HR programs and program segments (i.e. workforce planning, performance, HR retirements, information systems, and HR clerical and administrative functions);
  • ensuring effective advisory services and eliminating work problems or barriers; performing process improvement through evaluation, strategizing and program planning; and
  • formulating, communicating and implementing a broad range of policies impacting various areas of HR operations.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-14 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Qualifying specialized experience includes:

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
