Summary

The Specialty Crops Inspection (SCI) Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user fee basis for fresh and processed fruits and vegetables and related products. SCI Division develops and conducts training in support of these inspection and audit-based programs.

Duties

  • The duties described are for the full-performance level.
  • The duties may include, but are not limited to:
  • Maintains an expert level of knowledge of the Branch?s audit-based services.
  • Interprets complex quality system documentation as it relates to generic and/or international quality management standards.
  • Assists the Branch Chief with the operation of the Audit Services Branch.
  • Reviews and issues final wording for all USDA GAP audit certifications to assure uniformity and accuracy of the audit scope and adherence to program criteria.
  • Coordinates and/or serves on audit review boards for Branch audit appeals; handles and informs supervisor of any audit program complaints or disputes.
  • Maintains and/or obtains any audit-related certifications determined applicable to effectively perform audit-related duties.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Independently applying the Branch's audit-based services and the procedures used to evaluate the relevance and effectiveness of an organization's quality management system.
  • Independently applying auditing principles and theories and how they relate to providing audit verification services to fresh and processed fruit, vegetable, nut, and specialty product industries.
  • Utilizing computers and other electronic systems, and their use in summarizing and transmitting information.
  • Assessing industry needs and develops value-added programs to meet the needs using available resources.
  • Applying oral and written communication skills to relate the findings, conclusions, and suggested corrective actions resulting from internal and extrinsic quality system audits.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
