The primary purpose of the position is to serve as an Information Technology Cybersecurity Specialist (INFOSEC) within the Joint Cyber Defense Collaborative to author and publish cybersecurity alerts and advisories on known cyber threats and vulnerabilities, incidents, and mitigation guidance. Typical work assignments include:

The incumbent is responsible to write and/or edit, coordinate, and publish technical publications or public stakeholder messaging, such as information technology or cybersecurity threat and mitigation guidance.
Experience in technical writing, editing, reviewing and delivering cybersecurity data and information to stakeholders, such as technical advisories and best practices via our website, print, and/or social media channels.
The incumbent is responsible to compile data from multiple sources to produce effective public stakeholder messaging, such as on known cyber threats and recommended mitigation actions.
Able to collaborate with a wide range of partners: internal; the Intelligence Community (IC) and law enforcement partners; the federal civilian executive branch; private sector; international; and state and local partners, to coordinate on external messaging on cyber threats and vulnerabilities to the cybersecurity community.
The incumbent is responsible to review and implement work processes, reporting, knowledge management systems, and program requirements, and collaborate with counterparts across the agency to implement effective standard operating procedures.

Qualifications

You qualify for the all grade levels if you possess information technology related experience demonstrating each of the four required competencies:

Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services.
Oral Communication: Expresses information to individuals or groups effectively, taking into account the audience and nature of the information.
Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-11: In addition to the above requirement you must have at least one year of specialized experience at the GS-09 grade level performing the following duties:

Support the writing and/or editing of cybersecurity plans, guidance, and/or advisories.
Supporting work processes, reporting, and program requirements.
Collaborate with multiple partners to support the development of cybersecurity plans, guidance, and/or advisories.

OR

Have successfully completed three (3) full years of progressively higher-level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or LL.M., degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: In addition to the above requirement you must have at least one year of specialized experience at the GS-11 grade level performing the following duties:

Writing and/or editing, coordinating, and publishing cybersecurity plans, guidance, and/or advisories.
Reviewing and developing work processes, reporting, and program requirements.
Collaborate with multiple partners to create, review and enhance cybersecurity plans, guidance, and/or advisories.

GS-13: In addition to the above requirement you must have at least one year of specialized experience at the GS-12 grade level performing the following duties:

Writing and/or editing, coordinating, and publishing cybersecurity plans, guidance, and/or advisories.
Leading and directing cybersecurity project activities.
Collaborate with multiple partners to create. review and enhance cybersecurity plans, guidance, and/or advisories.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
