The National Program Hosting Branch (NPHB) security operations team lead, in the Hosting Services Division (HSD), serves to secure and support the Cloud Hosting and Networks Office (CHNO) within the Department of Technology Services (DTS) of the Administrative Office of the U.S. Courts (AO). This position will provide the technical leadership to engineer and build secure computing platforms within the environment. The Security Operations Team Lead will be the local security expert and will be responsible for compliance with security policies, guidance, and regulations, while adhering to security best practices.

The Security Operations Team Lead reports to National Program Hosting Branch Chief. The team lead is a senior member of the team, responsible for coordinating and mentoring other engineers and administrators on the team. The incumbent assists the NPHB Chief with providing leadership for the team. This involves evaluating current processes and procedures for opportunities to enhance and improve services and ensuring that approved processes and procedures are followed through review and audit activities. The incumbent also be responsible for identifying and establishing key metrics to measure the effectiveness of the Security Monitoring and Incident Response programs.

Duties may include, but are not limited to, the following:

  1. Serving as the technical team lead for the NPHB Security Operations Team.
  2. Working with the NPHB Chief and Security Operations Project Manager on security related projects and work efforts.
  3. Identifying, analyzing and assessing technical and operational vulnerabilities, emerging technologies or operations, and risks to the CHNO and judiciary computing environments.
  4. Assisting with the development and selection of analytic tools to support the customer mission.
  5. Performing risk and opportunity assessments; developing risk mitigation strategies and solutions.
  6. Analyzing security logs and identifying potential vulnerabilities with computer systems.
  7. Developing end-product reporting documents.
  8. Providing continual security monitoring support for a large, enterprise environment.
  9. Providing security assessment and remediation support to system administrators.
  10. Providing troubleshooting and Tier 3 support for endpoint and continuous monitoring security tools.
  11. Implementing corrective security controls to limit potential threats and risks to the environment.
  12. Overseeing security maintenance activities necessary to maintain compliance of associated images and systems.
  13. Working cross-functionally with leaders across the business and business partners to secure support and confirm resources are effective and relevant.
  14. Overseeing initial triage, declare events/incidents, creating incident cases, gathering evidence, tracking and updating incident status, and identifying additional action items as related to security events.
  15. Other security operations/support duties as required.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience working in cybersecurity operations ensuring compliance with security policies, guidance and regulations.
