Duties

Help

Duty 1: Serves as the 90 COS ISSM, develops, implements and manages organizational policy concerning computer
and network security for unique national security critical command and control systems for all 90 COS
systems and networks.

Duty 2: As Senior Cybersecurity Analyst, manages Cyber RMF implementation and integration for unique and
complex programs and special projects required for national security.

Duty 3: Develops and executes Cybersecurity assessment and monitoring strategies of multiple unique mission critical
enclaves and systems according to DOD, Headquarters Air Force, SAP, and ACC guidance.

Duty 4: Facilitates and participates in discussions, meetings, committees and or special projects, and presents
briefings and prepares recommendations and reports affecting the near-term and long-range infrastructure
and capabilities of special enclave networks and mission support IT.

Duty 5: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees
regarding policies, procedures, and directives of management

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • PCS expenses will NOT be paid

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

  • Information Assurance Certification (Information Assurance Manager (IAM) Level III) is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper IA certification will result in removal from this position.
  • This is a Cyber Mission Force (CMF) coded position. Passing and maintaining CMF readiness requirements are conditions of employment. CMF training and readiness requirements are specified in the USCYBERCOM CMF Training and Readiness Manual.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirement (IOC "Alternative A" for 2210 IT Specialist Series.)

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include :knowledge of collateral and Special Access Program (SAP) Cyber security requirements for authorization and approval, network operations and protocols, systems testing and evaluation, and performance management methods
sufficient to plan and conduct security accreditation reviews for installed systems or networks, skill in applying experience in unclassified, classified and SAP developmental information systems and securities sufficient to anticipate, identify, evaluate, mitigate, and minimize risks associated with systems vulnerabilities and cybersecurity principles to include SAP, concepts, practices, products
and services (including systems software, database software, immediate access storage technology), and methods
for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating cybersecurity tools and procedures, SAP and collateral local area network security requirement, National, DoD, and Air Force computer security policy and directives with the ability to analyze, interpret, and apply policy at multiple organizational levels, knowledge of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures. Ability to manage projects, teams and resources .and conduct training on information security. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of collateral and Special Access Program (SAP) Cyber security requirements for authorization and
    approval, network operations and protocols, systems testing and evaluation, and performance management methods
    sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advice
    on new or revised security measures and countermeasures based on the results of accreditation reviews.
  2. Advanced skill in applying experience in unclassified, classified and SAP developmental information systems and securities sufficient to anticipate, identify, evaluate, mitigate, and minimize risks associated with systems
    vulnerabilities. Knowledge of a full range of cybersecurity principles to include SAP, concepts, practices, products
    and services (including systems software, database software, immediate access storage technology), and methods
    for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating cybersecurity tools
    and procedures.
  3. Knowledge of SAP and collateral local area network security requirements and techniques for protecting
    computer systems from viruses, data tampering, and unauthorized system entry.
  4. Knowledge of National, DoD, and Air Force computer security policy and directives with the ability to analyze,
    interpret, and apply policy at multiple organizational levels.
  5. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media,
    equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on
    vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive
    programs/applications) and procedures and methods for protection of systems and applications.
  6. Ability to develop and conduct training on information security. Ability to communicate effectively, both orally
    and in writing.
  7. Ability to manage projects, teams and resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CMF Training: Depending on experience and skill levels, portions of the CMF training may
require incumbent to perform an extended TDY for a period of 3 to 6 months. The incumbent must achieve and
maintain appropriate CMF requirements as specified in Job Qualification Record (JQR) within 18 months of
assignment of these duties. Failure to achieve and maintain CMF requirements may result in removal from this
position.
