Duties

Help

As a/an Associate Director (Budget), you will:

  • Administer an international technical assistance program that builds human and institutional capacity to strengthen budgeting and financial accountability in developing and transitional countries.
  • Oversee the work of a team of Senior Advisors, Resident and Intermittent Advisors, and Program Officers.
  • Manage technical assistance projects that assist foreign counterparts develop effective budget and accountability functions, improve the readability and transparency of budget documents and the management and expenditure of government resources.
  • Assess counterpart government ministries, agencies, and institutions to determine need for technical assistance and capacity building and evaluate the counterpart's commitment to use Treasury technical assistance well.
  • Oversee program development including project proposals, project budgeting, terms of reference, work plans, logical frameworks, and program goals.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position MUST include:

  • Public sector financial management. Examples of such experience could include governmental budget planning and formulation, treasury operations, budget execution and control, cash management, accounting and financial reporting, internal control and audit, or macro-economic and fiscal analysis.; AND
  • Managing, leading, and/or mentoring teams.; AND
  • Identifying, developing and/or managing international technical assistance projects (see definition); OR
  • Experience managing a large and complex public sector financial management program.
Definition of International Technical Assistance:
Technical assistance is provided by the U.S. government to governments of developing and transitional countries to help build their capacity to manage their public finances and financial sectors. Assistance is delivered by technical expert advisors, who work side-by-side with foreign government counterpart officials. Technical assistance involves the following: sharing information and expertise in the specific subject matter; instruction and skills training; transmission of working knowledge; assisting in problem-solving; assisting in strategic or long-range planning; and providing guidance on policy development.

CONDITIONS OF EMPLOYMENT:
  • A one year probationary period may be required.
