This position is located in the Bureau of the Fiscal Service, Administrative Resource Center, Assistant Managing Director Service Delivery, Human Resources Operations Division, Workforce Relations Branch. As a HR Specialist (Employee & Labor Relations), you will perform a variety of duties in accomplishing the objectives of the Workforce Relations Programs.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Provide advice and assistance to all levels of management concerning disciplinary, adverse, and performance-related actions, including serious cases which have the potential of embarrassing the organization or otherwise require special treatment. In this capacity, the incumbent drafts corrective action notices, ensuring such notices are technically correct, conducts pre-action administrative investigations, and prepares reports of investigation.
  • Serve as the subject matter expert when assisting management officials at all levels in developing an understanding of the use of discipline, as well as establishing uniformity of actions throughout the organization.
  • Coordinate and process cases involving reports of investigation, removals, involuntary separations and other adverse actions. These cases often involve highly sensitive and emotionally charged situations of a potentially serious or controversial nature.
  • Provide advice, guidance, and assistance to managers as requested or required to ensure compliance with the customer's policies and the appropriate law, rule or regulation.
  • Provide advice and assistance, on an as needed basis, to individual employees and supervisors regarding entitlement and procedural requirements for filing grievances or appeals; problems of employee dissatisfaction, work habits, indebtedness, etc.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Experience preparing corrective or disciplinary actions; AND
- Experience assembling and preparing written legal or human resources case documents; AND
- Experience presenting arguments and legal or human resources case documents.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Interpreting, analyzing, and applying a body of Human Resources (HR) rules, regulations, policies, and case law to formulate and present arguments and advisory opinions; AND
- Communicating with colleagues, customers, and management to provide recommendations or resolve issues and advise management. Interacting in emotional situations concerning sensitive matters; AND
- Preparing written documents on discipline and performance-based actions.
OR You may substitute education for general or specialized experience as follows:
- Ph.D. or equivalent doctoral degree, OR
- 3 full years of progressively higher level graduate education leading to such a degree, OR
- LL.M., if related
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equalat least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-09,you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
- Applying a body of Human Resources (HR) rules, regulations, policies, and practices to gather facts and draw conclusions and recommend solutions to problems; AND
- Communicating with colleagues, customers, and management to provide recommendations or resolve issues; AND
- Preparing written documents sufficient to present arguments and assemble legal and case documents.
OR You may substitute education for general or specialized experience as follows:
- Master's degree or equivalent, OR
- 2 full years of progressively higher level graduate education leading to such a degree, OR
- LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equalat least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
For the GS-09 you must have been at the GS-07 level for 52 weeks.
