Summary

As a Scientific Project Manager you will manage a portfolio of drug discovery and development of Biologics-based therapeutics grants and contracts for the NINDS/NIH Blueprint Neurotherapeutics Network for Biologics (BPN-Biologics) and Ultra-Rare Gene-Based Therapy (URGenT) programs. You will collaborate with investigators to develop milestone plans and monitor timelines for funded projects; and facilitate collaborative research efforts and communicate progress to team members and NIH leadership.

Duties

Help
  • Manage a portfolio of drug discovery and development grants in the area of Biologics therapeutics.
  • Define project objectives, plans, executes, and finalizes projects according to strict deadlines and within budget.
  • Manage the day-to-day activities of assigned programs and projects.
  • Draft and submit budget proposals and recommends subsequent budget changes.
  • Assist with translating program objectives and translational research and preclinical development priorities into scientific agendas.
  • Review and update portfolio management activities consistent with updates to policies and procedures.
  • Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.

Qualifications

You qualify at the GS-14 level, if you meet both of the following qualification requirements:

Minimum Education:

  • In order to qualify for a Scientific Project Manager (Biologics), GS-0601, position you must possess a bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition, in order to qualify for the Scientific Project Manager (Biologics) at the GS-14 level, you must:
  • Demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government, performing the following types of tasks: Managing milestone- driven research projects in biologics therapeutics; evaluating and synthesizing complex pre-clinical drug development data; drafting and submitting budget proposals and recommending subsequent budget changes to keep scientific research funded and within budget; providing assessments and recommendations to ensure projects are competitively evaluated; AND analyzing and evaluating preclinical biologic therapeutic development plans.

  • Factor 1- Knowledge of drug discovery and development process.
  • Factor 2- Ability to analyze and evaluate milestones to manage development programs in biologics.
  • Factor 3 - Skill in applying Project Management tools in order to manage drug discovery and development programs.
  • Factor 4 - Ability to communicate clearly, logically and persuasively on complex scientific issues.
