Duties

Help
  • Provide technical advisory service and the development of policies and guidance in one or more of the CPD functional areas: Title 42 employment, SBR position management, Title 5/Title 38 compensation, and Title 5 staffing and accountability.
  • Strategizing with customers on possible options for hiring, compensating, and appointing scientists and clinicians at the NIH.
  • Review new and existing legislation, OPM regulatory changes, court decisions, HHS policy and other external developments for impact on NIH HR operations to develop detailed guidance to assure timely and effective implementation.
  • Provide policy interpretation and guidance to resolve complex problems and recommend solutions which ensure no adverse impact on the organizational mission.
  • Develop, review, update, and implement NIH employment and/or compensation policies and programs.
  • Serving as a subject-matter expert in advising on varied and complex issues such as pay administration, premium pay, special salary rates, employment incentives, qualifications, hiring authorities, and other pay/employment related issues.
  • Participate in special projects in response to critical issues or subjects.
  • Produce accurate, clear, and well-organized work products such as policies, position papers, reports, informational guides, fact sheets, presentations and instructional memoranda that reflect appropriate research and analysis of NIH HR issues.
  • Conduct reviews of NIH HR activities and recommend corrections.

Qualifications

You qualify for the Human Resources Specialist (Compensation and Policy) at the GS-12 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: establishing human resources policies and guidance in compensation or staffing; evaluating human resources policy to determine and execute needed policy changes; coordinating with staff and management to review human resources compensation or staffing cases; providing advisory guidance on human resources issues.

You qualify for the Human Resources Specialist (Compensation and Policy) at the GS-13 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: applying decisions and precedents to modify or establish new human resources policies or guidance; making recommendations involving novel, highly-complex, and significant human resources policy/program issues to upper management; analyzing and evaluating human resources policies on compensation or staffing; coordinating the review of human resources cases on compensation or staffing; providing advisory guidance on a variety of complex human resources policy issues.

  • This position is eligible for non-local remote work, a position designation where little to no onsite presence is required (e.g., once or twice annually). You may work anywhere in the U.S., including any of the territories. Worksites outside of the U.S. are prohibited. Your pay is determined by the geographically defined pay locality applicable to your approved worksite (e.g., home residence).   • At the supervisor's discretion, this position may offer work schedule flexibilities: telework, compressed schedules, flexible schedules.
  • This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
  • This position is also eligible for local remote work, a position designation where onsite presence is required only on an irregular or infrequent basis, not to exceed two days or 16 hours every two weeks.   • Factor 4. Ability to provide authoritative advisory services in written and verbal format on Federal human resources laws, regulations, policies, and procedures.
