Summary

The incumbent serves as a Senior Program Analyst within the Veterans Health Administration (VHA), Office of Health Informatics (OHI), Strategic Investment Management (SIM), Investment Governance Services (IGS) Office. The incumbent is responsible for managing the collection and dissemination of critical information to VHA senior leadership and the integrated VHA Information Technology (IT) governance bodies regarding VHA IT needs.

Duties

Help

  • Provides expert advice and support to the CMBs, serving as a senior team leader
  • Advises, creates, and implements internal standard operating procedures and changes and/or enhancements to streamline and improve existing processes
  • Engages with others to identify opportunities and lessons learned that will improve quality, timeliness, and/or efficiency of the established process
  • Coordinates planning with business stakeholders for periodic and ad hoc intake processes for VHA IT needs (e.g. MYP, UFR, or other special funding authorities); conducts CMB reviews of VHA IT MYP needs to determine priority for funding
  • Coordinates with entities to facilitate discussions on VHA IT healthcare needs to better accomplish the mission of the VA
  • Works closely with both internal and external stakeholders, establishing direct relationships through direct meetings, working with staff and through virtual channels
  • Leads high level work groups, briefings, and conferences related to VHAs budget, pulling together a VHA IT governance strategy that supports both the CMBs and appropriate stakeholders
  • Works closely within IGS, other SIM directorates, and with the OIT Account Management Office (AMO) in addressing and resolving a variety of issues to be reviewed and approved by the CMB
  • Inspires, motivates and guides other members of cross-cutting work teams toward goal accomplishment; coaches, mentors, and challenges subordinates
  • Adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors
  • Advises co-chairs and governance chairs on a variety of issues and policy development including current VA strategic direction and policy related to the overall Health IT portfolio of program
  • Instructs team members on methods and techniques to accomplish tasks or projects, and provide specific administrative or technical training for accomplishing the tasks
  • Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization
  • Handles project requests at all levels
  • Leads integrated teams, collaborative workgroups, and conference calls; and undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for senior leadership

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. You must meet selective placement factors to be eligible for this position. The Selective Placement Factor for this position is:

  • Two or more years experience in leadership strategies and analysis in a healthcare program.
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert advisor and in-depth experience in managing activities on a broad scope and scalability. Comprehensive knowledge of leadership strategies, strategic and analytical thinking, stakeholder management, and project management techniques. Knowledge of standard facilitation, negotiation, analysis, and problem-solving techniques are required to successfully accomplish goals with a cross-cutting and diverse team. Skilled to plan, organize, and direct team study work and negotiate effectively with management to accept and implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with desires of activity studied. A depth of experience in managing activities of significant scope and scalability. Knowledge of process reengineering, risk assessment and management evaluation and quality improvement are required to identify potential improvements. Comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to the development of health IT systems. Knowledge of the substantive nature of health IT programs and activities, agency health IT program goals and objectives, the sequence and timing of project events and milestones, and methods of evaluating project progress during the health IT project lifecycle.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
