Duties

Help
  • Exercises responsibility for all aspects of the financial and budget programs of the Institute, and for providing guidance to the Institute?s officials and administrative staff in budget and financial management policies and procedures.
  • Serves as Supervisory Budget Analyst, and exercises responsibility for directing and supervising the budget programs and functions of the NIBIB.
  • Establishes goals and objectives for the OFM and regularly reviews, monitors, and evaluates the effectiveness of the staff in accomplishing the budget programs for the NIBIB.
  • Exercises authority and responsibility for all aspects of the budget and financial management functions of the Institute. Provides oversight, management, and supervision of the following responsibilities.
  • Formulates the Institute?s budget for the approaching budget years (2-3 years in the future), and 5 to 10 years of funds for the extramural research grant, contract, and research training programs.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-15 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Exercising delegated managerial authority to set annual, multiyear or similar types of long-range work plans and schedules for in-service or contracted work and assures implementation of programs; Providing analysis of new or revised legislation to ascertain financial impact on operations; Planning, directing, and coordinating the financial management activities and advising senior staff on the management of financial and personnel resources; Providing financial management leadership, technical assistance, and problem-solving advice to management staff including administrative personnel for phases of the budget process.
