Duties

Help

The Chief of Staff informs and advises the OED and FTC staff /managers/leaders and other agency officials on the Executive Director (XD) and Deputy Executive Directors' (DXD) priorities and efforts to further the FTC's mission, policies, goals, and objectives. Duties include:

Advises, assists and represents the Executive Director in all areas of management, command and control, and support to OED. As delegated by the XD and DXD, exercises staff control and supervision over all support functions of the Office as well as advising and directing the business functions; including administration, human resources, resource management, operations/policy, training, logistics, information management, security, and safety.

Exercises a high level of managerial competence and functional expertise in readiness, human resources, information technology, training, and resource management, and is responsible to oversee and assure unity of OED's high visibility functions and processes into a single unified strategy.

Ensures all organizational programs, plans and policies are systematically integrated into an overall plan of operation, and works closely with the OED and FTC staff/managers/leaders in providing continuity of leadership in assessing mission, work requirements and developing plans, goals, and objectives for OED in support of the FTC .

Exercises managerial authority to set long-range goals and objectives, translates objectives into specific projects, determines program emphasis, plans for long-range staffing and organization needs, and manages organizational changes.

Maintains a continuous program of review and analysis to assess the progress and effectiveness of the Office in relation to program objectives, budgetary limitations, schedules and OED priorities.

Identifies problem areas, coordinates corrective action and directs changes to implement improvements as necessary.

Establishes and maintains liaison with key officials and personnel within numerous areas in order to make decisions that will permit the identification of causes for deficiencies and provide a basis for improvement or programs.

Implements an internal control system to affect a sound system of accountability.

Facilitates discussions and resolves controversial, troublesome, and unprecedented problems or to provide first-hand information on OED's projects. Speaks with authority in conveying OED policy and procedures and the application of administrative requirements. Contacts and decisions often involve negotiations on delicate, sensitive and controversial issues concerning agency programs, policy and procedures.

Determines and assures compliance with existing and proposed programs, policies, and procedures through interface with Division and Office Chiefs, reviews regulatory guidance, correspondence, status reports, and inspection reports. Maintains an ongoing comprehensive knowledge of the overall programs of the Office and solves or recommends solutions to problems with OED programs and other activities involving two or more organizational elements. Independently recognizes problem areas and/or potential problem areas and, through own initiative, works out acceptable solutions by negotiating with managers to accept compromise prior to those issues being elevated to the DXD and/or XD. Relieves the XD of a myriad of details by recognizing and exercising managerial responsibilities in the form of coordinating, controlling, motivating, reviewing and evaluating the Office's programs, policy, procedures, and regulations. Assigns tasks, sets priorities and coordinates staff actions.

Qualifications

To qualify for a Chief of Staff at the GS-13 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:

  • Experience writing, reviewing and evaluating agency programs, policies, procedures, technical writing and other written communication, and developing operating plans to determine effectiveness and efficiency.
  • Experience assembling and analyzing relevant facts, to identify gaps and patterns, to draw significant conclusions, and to recommend courses of action.
  • Experience planning, scheduling and conducting projects to evaluate and recommend ways to improve the effectiveness and efficiency of Office operations.
  • Experience managing projects, organizing and directing teams to develop and maintain project artifacts.
  • Experience managing a change management process and demonstrating proven ability to implement change effectively.
  • Experience developing budget estimates and justifications in order to prepare, monitor and report on the offices' operating budget.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
