Duties

Help
  • Accomplishes environmental protection, a primary mission of the Corps, through interpretation and implementation of numerous laws, executive orders, regulations, and policies dealing with natural and cultural resources.
  • Survey and analysis of environmental conditions and projected conditions; coordination and negotiation with other Corps elements, other agencies, and the public.
  • Participate on interdisciplinary teams; the projection of documents and the development of plans dealing with environmental, cultural, and recreation matters.
  • Undertakes studies and prepares reports and plans involving advanced planning characteristics.
  • Reviews project descriptions with project managers and independently defines study requirements, approach, and methodology, and develops a plan of action for accomplishing this work.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-11:Specialized experience: One year of specialized experience which includes compliance with the Clean Water Act (CWA), Rivers and Harbors Act of 1899, the National Environmental Policy Act (NEPA) and other laws and regulations; preparation of NEPA documents (eg. Environmental Impact Statements (EISs); preparation of 404(b)(1) Evaluations, and monitoring of compliance. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12:Specialized experience: One year of specialized experience which includes preparing National Environmental Policy Act (NEPA) documents such as Categorical Exclusions (CE) and Environmental Assessments (EA); knowledge and application of Section 404 of the Clean Water Act (CWA) and Clean Air Act (CAA); coordinating with project managers and project delivery team members; ensuring regulatory compliance and coordinating with regulatory agencies; and preparing scopes of work and cost estimates. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-11).

Education
