Duties

Help
  • As Chief of Operations Division, directs, plans, schedules, coordinates, and reviews programs for the operation and maintenance of civil works projects within Tulsa District.
  • Determine program goals, priorities, resource needs and allocations, requirements for organizational changes, and public policy stances, taking into account the effect on other organizations and economic impact of actions and decisions.
  • Coordinate program efforts with other internal activities and activities of other external groups and agencies. Assesses the impact of program on developments outside the organization. Sets policy for the organization managed.
  • Assure reasonable equity of performance standards, rating techniques, and performance awards developed by' subordinate supervisors and assures comparable equity in the assessment of adequacy of contractor capabilities and of contractors, work.
  • Evaluate the performance of immediate subordinates and serves as reviewing official on evaluations of supervisors and non-supervisory employees rated by immediately subordinate supervisors
  • Preside at conferences on long-range planning for the overall organization, equipment, personnel, methods, and procedures.
  • Serve as representative of the District Engineer in conferences with representatives of SWD, OCE, and U.S. Coast Guard on controversial or complex problems, both technical and administrative, pertaining to the functions of Operations Division.
  • Direct and personally participate in preparing budget estimates, requests for funds, subprojects and justification data sheets to substantiate the fiscal requirements of the Division.
  • Assure the continuing analysis of all work in progress to determine if expenditures are within budgetary limits.
  • Ensure that all functions of the Division are integrated effectively and coordinated with all other organizational elements of the District as required.

Basic Requirement for Supervisory Biologist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


Basic Requirement for Supervisory Forester:

A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

  • Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results.
  • Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment.
  • Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.
OR

B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.

Basic Requirement for Supervisory Physical Scientist:

A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Developing short and long range goals, objectives or plans related to project management; AND 2) Organizing operations functions related to civil works projects such as dams and channels, flood control, hydroelectric power generation, recreation facilities, etc. AND 3) Overseeing fund allocations for operation and maintenance projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

Basic Requirement for Supervisory General/Civil/Environmental/Mechanical/Electrical Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Degree: Bachelor's degree (or higher degree) in zoology; or a related discipline or field of science that included at least 20 semester hours in zoology and related animal sciences. ORB. Combination of Education and Experience: Courses equivalent to a major in zoology, or in a related discipline that included course work as shown in A above, plus appropriate experience or additional education. Basic Requirement for 1301 Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
