Summary

As an Organizational Change Management Specialist for the US Office of Personnel Management (OPM) Human Resources, HR Strategy and Performance Management team, you will serve as champion of change management. In this role you will research, identify and coordinate the organizational change management (OCM) process.

Duties

Help
  • Establish talent strategies and workforce plans, and shape OCM goals to drive change.
  • Conduct change readiness and change impact assessments and develop stakeholder engagement strategies to champion change across the agency.
  • Design and deliver presentations and training to shareholders.
  • Analyze data using dashboards, metrics, interviews and other studies.
  • Serve as project manager for all change management activities.

Qualifications

For the GS-11 Grade Level: Applicants must have one year of specialized experience a the GS-09 level (or private sector equivalent) that includes the following:

  • Participating in Change Management functions, aligning strategies to interrelated challenges to drive organizational change.
  • Participating in quantitative and qualitative research and analysis in support of change management.
  • Providing solutions to stakeholders and collaborate cross-functionally.
  • Supporting the design, development, delivery and management of team communications.
  • Participating in change management workshops.
OR

Have a PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree.

For the GS-12 Grade Level: Applicants must have one year of specialized experience a the GS-11 level (or private sector equivalent) that includes the following:
  • Participating in Change Management functions, aligning strategies to interrelated challenges to drive organizational change.
  • Performing quantitative and qualitative research and analysis in support of change management.
  • Managing projects to include ensuring timeline tracking and preparing supporting documents such as briefings or reports.
  • Providing solutions to stakeholders and collaborate cross-functionally.
  • Supporting the design, development, deliver and management of team communications.
  • Design and deliver presentations and training to stakeholders.
  • Developing and leading change management workshops and workstream meetings.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.

DO NOT submit NON-Pay Impacting Action SF-50's to include "Org Cost Center Change SF-50's, Award SF-50's and/or General Adjustment SF-50's" ect. as they cannot be used to prove time-in-grade.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
