Summary

This position serves as a Human Resources (HR) Specialist for the U.S. Agency for Global Media (USAGM), Office of Management Services, Office of Human Resources. It is responsible for providing day-to-day expert level operating support to assigned organizational components, in the delivery of staffing and classification services, as well as participating in the development and evaluation of agency-wide policies and programs on a variety of workforce management issues.

As a Human Resources Specialist, you will be reasonable for duties to include, but are not limited to:

  • Provides day-to-day personnel staffing and recruitment services for a broad range of administrative, technical, and clerical positions, GS-2 through GS-15 for assigned areas of responsibility. Plans and coordinates recruiting efforts and advises managers of alternative hiring mechanisms to ensure staffing goals are met.
  • Analyzes positions to establish the skill, experience, and training required for effective work performance. Identifies sources of candidates through operation of merit promotion plans, external recruitment sources, application of qualification standards.
  • Selects appropriate staffing methods and ranks candidates by analysis of experience, training, and qualification factors.
  • Counsels supervisors and employees on placement problems on the basis of analysis of the strengths and weaknesses of employees in relation to job and organizational needs.
  • Develops standard position descriptions and guides covering major groups of jobs within assigned organizations to establish and maintain a uniform approach to, and consistency in, classification. Conducts studies of major occupations within the organization and recommends changes in organizational structure, job design, etc., to improve overall program management.
  • Performs position classification process of fact-finding, analysis and evaluation of the duties and responsibilities of positions within the office. Classifies positions consistent with OPM standards and agency guides.
  • Based on revisions to Federal regulations, institutes changes to the overall classification program (including related policies and procedures), and reviews and comments on proposed classification standards issued by OPM which cover positions in the organization. Also, plans, develops, and writes policy and procedures on position management and position classification, as needed.
  • Develops and implements various workforce-shaping initiatives, such as use of time-limited promotions, details, hiring freezes and restrictions, attrition-enhancing tools (early-outs, external outplacement, etc.).
  • Encourages supervisors to keep employees informed of their duties and requirements, and to recognize employees whose performance merits consideration under the incentive awards and other programs which recognize employee achievements and contributions.
  • Assists in investigating and resolving employee and union grievances and complaints, and performance and conduct issues.

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-12 or comparable pay band in the Federal service or equivalent experience in the private sector.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. This experience includes:
-Journeyman level experience in classification; recruiting, examining, selecting and placement of employees;
-Advising and consulting management on position management, resolving controversial, complex and difficult staffing cases;
-Experience making assignments to complete projects and actions required by management; and
-Planning, recommending, initiating recruitment of special recruiting authorities; ensuring that merit promotion procedures.

Additional experience that is desired but not required: A current Delegated Examining (DE) certificate.

Education

Education is not required for this grade level. It cannot be used for qualification purposes.
