Help

The Managing Executive position is located in the Office of the General Counsel and is responsible for managing all operational aspects of OGC, including organizational planning, human capital management, procurement, budgeting, administrative services, project management, and risk management.

Typical duties include:

  • Analyzing and distilling important business and operational information in order to accurately contribute to a number of office and agency reporting requirements. These include: current data on performance metrics, the annual management assurance statement, position requests, and a host of other ad-hoc reporting requirements related to the administrative and operational office and/or functions.
  • Representing the office on key agency governance committees responsible for evaluating agency financial, IT, and enterprise risk operations.
  • Participating with appropriate organizational components across the agency in planning and evaluating the overall program of the Commission.
  • Developing, conceiving, planning, and implementing policies and guidelines affecting broad, emerging, and/or critical office-wide programs. Translating new requirements or priorities into program goals, actions, and policies. Helping the office respond to the impact the changing regulatory environment may have on staffing and organizational needs.
  • Developing and implementing programmatic or new strategic initiatives, proposing policy recommendations on matters concerning the business and infrastructural support of OGC.
  • Analyzing complex problems and devising innovative solutions, including applying project management principles, supervising, monitoring and evaluating projects, and resolving difficult problems related to planning, development and operations.
  • Overseeing strategic planning, management reporting and systems monitoring.

  • This position is not in the collective bargaining unit.
  • For consideration at the SO-2 level, you must currently hold a SO-2 position within the SEC.
  • This position is eligible to request telework in accordance with the SEC 's telework policy.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:

SO-01: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes the following:

1. Managing the business operations of a legal, audit/examination, financial, regulatory or federal organization, which includes managing AT LEAST three (3) of the following four (4) functional areas:
a. Time and resource budgeting;
b. Human capital management;
c. Planning and executing information technology or process improvement initiatives; and/or
d. Operational or external-facing risk management.

2. Developing and refining organizational policies, processes and measurements to assess and improve with innovative strategies and plans the efficiency and effectiveness of the organization's operations; AND

3. Managing information technology initiatives including applying project management principles, supervising, monitoring and evaluating electronically stored information (ESI), and resolution of difficult problems encountered in the planning, development and operations of multifaceted IT systems.
