Summary

The selectee for this position will serve as a Human Resources Specialist (Recruitment/Placement) in the Labor and Employee Relations (LER) at OCHR PHILADELPHIA OPERATIONS CENTER.

Duties

Help
  • You will provide advice and assistance to OCHR management in employee relations functions including: employment compensation, workers compensation, performance management, telework, Civilian Employee Assistance Program (CEAP) and hours of work.
  • You will analyze complex problems and situations, interpret and apply applicable statutes, regulations and policy instructions, and draft correspondence recommending appropriate courses of action to address and resolve these problems and situations.
  • You will assist in conducting and/or responding to impartial administrative investigations/inquiries, including those initiated by internal or external sources.
  • You will provide advice and assistance to OCHR management in employee relations functions including: disciplinary and performance-based actions, administrative grievances, leave administration, and reasonable accommodation.
  • You will conduct legal research using legal databases, and properly reference your findings using legal citations.

Qualifications


Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Creditable specialized experience includes demonstrating knowledge and skill in applying management principles, organizational theory and analytical and evaluative techniques related to Employee and Labor Relations. Examples of work experience include the following duties: 1) Providing human resources services on employee and labor relation issues; 2) Applying fact finding, analytical and problem solving methods and techniques; 3) Utilizing automated HR systems; 4) Providing interpretations of rules, regulations, and case law related to employee and labor issues; and 5) Demonstrating strong written and oral communication skills.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Completion of one year of graduate education

Completed a bachelor's degree with superior academic achievement

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.A transcript must be submitted with your application if qualifying using education.
