Summary

You will serve as a Human Resources Specialist in the Staffing Department of the Office of Civilian Human Resources (OCHR) Philadelphia Operations Center.

Duties

Help
  • You will apply Human Resources (HR) concepts, laws, policies and practices in the provision of recruitment and placement services requiring the use of internal and/or external recruitment methods.
  • You will conduct job analyses, by reviewing position descriptions and interpreting OPM Position Classification and Qualifications Standards to create job opportunity announcements, rate and rank applicants, and audit/issue referral certificates.
  • You will analyze job related information to create valid and verifiable rating and ranking criteria to successfully identify best qualified candidates for referral to hiring manager.
  • You will create job opportunity announcements, ensuring that all information is clearly and concisely presented to potential candidates, and is in compliance with regulatory and procedural requirements.
  • You will analyze position descriptions to determine competencies and level of experience that a best-qualified candidate would need to possess in order to perform the duties of the specific position.
  • You will evaluate experience described in resumes to determine if qualification requirements are met by researching and applying OPM position classification and qualification standards to support determinations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Creditable specialized experience includes demonstrating knowledge and skill in applying management principles, organizational theory and analytical and evaluative techniques related to Recruitment and Staffing. Examples of work experience include the following duties: 1) Providing human resources services on staffing, recruiting and/or classification issues; 2) Applying fact finding, analytical and problem solving methods and techniques; 3) Utilizing automated HR systems; 4) Providing advice and guidance on compensation issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Substitution of Education for Experience:
Completion of one year of graduate education

Completed a bachelor's degree with superior academic achievement

-A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
