Duties

Help

  • Researches and recommends to management alternative recruitment sources to attract the best qualified applicants.
  • Develops and applies recruitment and placement processes, rules, regulations, and laws and suggest changes and new methodologies to management.
  • Evaluates staffing and recruitment programs to assess if they meet basic program goals and objectives and provide recommendations that meet immediate and long term needs.
  • Provides advice and guidance to managers regarding placement including special placement activities to attract well qualified candidates for positions.
  • Meets with managers to develop adequate and accurate assessment questionnaires, vacancy announcements and recruitment strategies using automated HR systems (e.g. USA Staffing).
  • Classifies position descriptions and processes personnel actions.

Specialized Experience Statements:

GS-12: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: researching and applying Federal human resources management principles, concepts, regulations and policies in order to provide advisory services and policy interpretations on complex human resources management issues; classifying position descriptions at various grade levels; preparing job analysis and rating plans; leading internal and external recruitment efforts; making qualifications determinations; adjudicating veterans preference; developing referrals/certificates of eligibles for merit promotion and delegated examining announcements; and responding to and assisting applicants throughout the application process, and processing personnel actions.

GS-13: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: in addition to specialized experience required for the GS-12 level, applying advanced Federal human resources management principles, concepts, regulations, and practices to provide authoritative policy interpretations on controversial, or precedent setting human resources management issues; using analytical methods and techniques to provide technical advisory guidance on complex human resources needs and concerns for an organization; analyzing and providing solutions to complex human resources problems; providing human resources consulting services to organizational leadership, and developing and overseeing human resources projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
