This position is located in the Office of Research and Development (ORD), Veterans Health Administration (VHA), VA Central Office under the Clinical Science Research and Development (CSR&D) Service which is one of four components that comprise ORD. CSR&D supports human studies research, including, interventional and effectiveness studies, clinical, epidemiological and technical studies of disorders and diseases of importance to the health of Veterans. Duties include, but are not limited to:

  • Overseeing patient recruitment activities to ensure that recruitment targets are met.
  • Participating in activities required to initiate clinical trials.
  • Monitoring and evaluating review process and implementation of programs.
  • Compiling data on CSR&D and ORD funded research into concise reports for internal and external audiences.
  • Ensuring that CSR&D research discoveries are made available to the media and the general public.
  • Providing guidance to investigators and Service Director about ongoing and completed projects.
  • Representing CSR&D in communications and/or meetings with senior management within and outside VA.
  • Identifying VA and non VA scientists to potentially serve on scientific review committees.
  • Providing general advice to field investigators regarding preparation of letter of intents (LOI), proposals, and review criteria.
  • Preparing notification letters that accurately convey and evaluate scientific merit of proposals.
  • Evaluating Merit review and CADE projects recommended for funding in assigned areas and contributes to general portfolio management.
  • Developing mission statements and policy documents for the Clinical Research Program.
  • Participating in the development of a strategic plan for identifying and addressing needs in the areas, including innovative approaches to resolving issues targeting areas for improvement.
  • Managing review of LOIs for clinical trials.
  • Following up with sites to ensure that compliance requirements are met and studies can be started following human studies review by local or national review committees.
  • Participating routinely in senior management and policy decisions regarding strategic planning, priority setting, staffing, budget, operations and communicating to various stakeholders
  • Developing and coordinating implementation of research methods and design standards.
  • Consulting with supervisor to develop project presentations, budget recommendations and resource allocations for proposed projects.
  • Designing and developing electronic resources for data collections, storage, and reporting.
  • Conducting data management and data integrity activities for CSRD, identifying and resolving issues with management and reporting.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and education as described below. You must possess both the Basic Requirement and the Specialized Experience:

  • Basic Requirement: You must possess a bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
  • Specialized Experience/Education for GS-12: In addition to meeting the basic requirement above you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization OR you must possess a Ph.D. or equivalent degree. Examples of specialized experience would typically include, but are not limited to: developing policies, procedures, and criteria for administration of a medical research program; developing project presentations, budget recommendations, and resource allocations for medical research projects; managing review of letter of intents (LOI); identifying individuals to serve on science review committees; evaluating merit review projects and contributing to general medical research portfolio management; and providing advice and guidance to managers and researchers. At this level work would be performed under closer supervision.
  • Specialized Experience for GS-13: In addition to meeting the basic requirement above you must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing policies, procedures, and criteria for administration of a medical research program; developing project presentations, budget recommendations, and resource allocations for medical research projects; managing review of letter of intents (LOI); identifying individuals to serve on science review committees; evaluating merit review projects and contributing to general medical research portfolio management; and providing advice and guidance to managers and researchers.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
