Help

The Director of Acquisition Policy & Oversight reports directly to the Deputy Assistant Administrator for Acquisition and Business Services and provides executive direction for the development and distribution of acquisition policies and guidelines, and oversees the planning, development, and certification of the agency's acquisition workforce. The Director strengthens agency capability to effectively manage acquisitions and ensures the efficiency and effectiveness of the agency's large, diversified, and complex procurement programs through the synchronization of acquisition policy and guidance, workforce planning and development, evaluation and oversight, strategic acquisition initiatives, and support services. The incumbent oversees a staff size of more than 100 employees, including nine direct reports, and is directly responsible for the planning and management of an approximate budget of $24M dollars annually.

Specific responsibilities include:

Directs the development and distribution of agency-wide lifecycle acquisition policy, guidance, and tools that comprise and support the FAA Acquisition Management System (AMS). AMS includes all aspects of the acquisition lifecycle including service analysis and planning, concept and requirements definition, investment analysis, solution implementation, and in-service management.

Provides acquisition and contract reviews and audits; including internal reviews to assess compliance, evaluating benefits and outcomes, identifying areas for organizational focus, and identifying best practices. Interfaces with the GAO, OIG, FAA Office of Security, DOT and Congressional staff, and other external entities regarding FAA Acquisitions.

Chairs the Acquisition Executive Board that reviews and makes acquisition policy recommendations to the FAA Acquisition Executive and the Joint Resources Council. Chairs the agency-wide, executive level Acquisition Workforce Council that establishes strategic acquisition workforce plans and requirements for acquisition professions. Leads the FAA's Joint Resources Council and Operations Governance Board investment decision-making processes, and oversees the provision of guidance and assistance to program teams seeking capital investment decisions.

Ensures the acquisition workforce is able to support the acquisition needs of the agency through the development and implementation of a comprehensive acquisition workforce training and certification program.

Oversees the provision of cost/price analysis services in support of contract award and administration, training and development, audits, and evaluations.

Oversees the Agency's Small Business Development Program.

Describe how you effectively communicate information within and outside of your organization.
  • LEADERSHIP REQUIREMENT: Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT: Experience providing life-cycle acquisition management for large, complex acquisition/procurement programs through oversight of contract administration, capital budget planning and management, cost/price analysis, investment analysis, and/or acquisition policymaking.
  • TECHNICAL REQUIREMENT: Experience developing and implementing innovative strategies to acquisitions systems and/or procedures that have a significant, positive impact.
