Duties

Help

An essential aspect of this program is quality monitoring which ensures systems used by election jurisdictions are identical to those tested and certified by the EAC as well as to monitor the completeness and adequacy of testing with the desired performance in fielded voting systems. This is accomplished by performing manufacturing site reviews, conducting fielded system reviews, and analyzing on voting system anomalies.

The incumbent will serve a key role in the voting system testing and certification program and will be responsible for the following duties and responsibilities:

DUTIES/RESPONSIBILITIES:

  • Coordinating and serving as a field services specialist for on-site verification of certified voting system configurations.
  • Providing technical analysis of voting system anomaly reports including coordination and performance of on-site investigations and reporting when appropriate.
  • Coordination and performance of voting system manufacturer site reviews.
  • Assist project managers of voting system test campaigns on a range of tasks including application review, test plan review, test case and test suite review, and test report review.
  • Providing technical analysis of engineering change orders.
  • Assisting with the development of process models and standard operating procedures for the Testing and Certification Division.
  • Adapting to evolving technology to improve Testing and Certification Division process and programs.
  • Performs other duties as assigned.

Qualifications

COMPETENCIES:

Communication: Demonstrated ability to clearly and succinctly communicate both verbally and in writing at a level applicable to the target audience, and to present on behalf of the agency in public forums.

Collaboration: Work with internal and external stakeholders to facilitate the completion of projects by exercising tact, resourcefulness, and excellent communication skills with a high level of technical knowledge.

Organization and Independence: Effectively organizes, coordinates, and independently schedule day-to-day projects to ensure that all assignments receive the appropriate attention and that established timelines are met.

TECHNICAL COMPETENCIES:

  • Understanding of industry standards for quality assurance, quality management systems, and configuration management. Formal training for ISO 9001 Lead Auditor will be required.
  • Ability to set up, configure, and troubleshoot voting system hardware and software.
  • Understanding of hardware and software testing methodologies.
  • Understanding of security (cyber and physical) practices, as applicable to election technologies.
  • Proficiency in interpreting and translating technical documentation and other communications to a variety of audiences.
  • Knowledge of project management policies and practices applicable to an array of election technology.

Education

Bachelor's or higher degree with a technical background is preferred.
