Duties

Help
  • Responsible for the overall management of the Planning Branch by supervising the Chief, Plan Formulation Section, Chief, Environmental Resources Section, and Chief, Cultural Resources Section.
  • Oversees planning activities including plan formulation, economic/social analysis, environmental impact analysis and mitigation planning, public involvement, project authorization document development, 408 process, and quality control activities.
  • Serves as the authoritative source to Plan Formulators for decisions and guidance dealing with conflicts, compromises and changes to projects.
  • Ensures project authorization documents meet standards required by regulation.
  • Reviews studies, design and construction products and environmental documents for controversial projects to ensure staff act in consonance with authorizing documents, funding and budget considerations.
  • Advises DPM, PM's Branch Chiefs, and others working on planning activities on policy, laws, etc. on planning matters to include tribal engagement and social impact analysis.
  • Represents the District at meetings, briefings, and public meetings, to representatives of Congress, elected/appointed federal and state government officials, General Officers, HQ USACE, HQ DA, officials of other Federal agencies, and the public.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes extensive expertise in preparing the technical documents supporting the authorization and implementation of a wide range of water resource development projects including: local flood risk management projects, inland navigation locks and dams, reservoir structures, and ecosystem restoration; utilizing environmental policies with regard to the National Environmental Policy Act (NEPA), Clean Water Act, Endangered Species Act and other applicable laws regulation policies and procedures; evaluate economic development benefits of civil works projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
