Summary

This position is located in the Economic Research Service, Information Services Division. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices maybe available.

In this position, you will be responsible for serving as the senior technical specialist in web and applications system design and development. You will be responsible for planning, designing, and developing new web systems or improvement to existing systems.

Duties

Help
  • Serve as Web Development Team Leader in the Web Services Branch, providing leadership for agency web development efforts, guiding and coordinating application and software development.
  • Develop and oversee the development of a CMS-driven website and web features and services, including writing custom modules and maintaining and writing PHP applications.
  • Support the website performance functionality, and develop and implement stable applications and features on the website.
  • Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Lead teams in identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
  • Monitor and report on the status and progress of work by checking on work in progress and reviewing completed work to ensure that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
  • Serves as senior technology specialist in the web/IT fields developing plans for new technologies to enable ERS to maintain innovation in developing and delivering a sophisticated website, applications, data products, and features to ERS' audience.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade.

Basic Requirements:

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience:Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing and overseeing the development of web software, web applications, and web systems infrastructures (e.g PhP applications); developing plans to design, procure, deploy, and maintain a web environment that supports economic research; and providing expertise or recommendations in the application of web technologies, HTML and XML, object-oriented programming, or Internet Information Services (IIS).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
