Duties

Help

The incumbent supports multiple programs or projects, performs Contracting Officer's Representative duties, oversees the division's outreach program and broadens partnerships and collaboration with industry, research societies and the federal sector. 

As a Program Analyst (Outreach), you will perform the following duties:

  • Monitors and provide program management oversight of the DMR outreach program in the materials research community.
  • Creates and disseminate communication messages, brochures and branding materials for outreach activities, newsletters and websites.
  • Organizes various outreach events and activities to bring awareness and presence.
  • Forms outreach partnerships and collaborations outside of the division and NSF.
  • Writes standard operating procedures and trains staff on policies, procedures and best practices pertaining to outreach.
  • Serves as Contracting Officer’s Representative for the DMR program support and records management contract.
  • Performs the more complex aspects of planning, developing, coordinating, organizing, implementing, communicating and tracking project plans, guidelines, budgets, procedures and timetables including recommending changes to policy and management activities for these projects.
  • Performs management studies to evaluate and measure the progress and success of projects assigned to identify and recommend ways to improve.
  • Assists management and Program Directors in all technical aspects of preparing for COVs (e.g., data collection, data analysis) and interfaces with other Divisions/Directorates to plan and coordinate site visits and provide panel support.
  • Oversees the troubleshooting of problems related to proposal processing.
  • Conducts moderately complex to complex analyses concerning the efficiency and effectiveness of substantive program operations.
  • Assists management and Program Directors in identifying and drafting highlights, conducting program analysis, and supporting in preparation of reports and presentations.
  • Identifies opportunities for continuous improvements to databases, data gathering and analytical approaches and PI/Reviewer interactions.

Qualifications

To be qualified at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal Service.  Specialized experience for this position is defined as planning and implementing outreach campaigns designed to increase awareness; recruitments, compiling and analyzing program statistics; gathering analysis for program evaluations, trends and efficiency; and performing Contracting Officer's Representative duties.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
