Summary

This position serves as an Information Liaison Specialist in the Office of Infrastructure (HIF). You will report to the HIF Senior Advisor. You will provide guidance to the Associate Administrator, Office Directors, Team Leaders, and other staff of HIF, the Office of Planning, Environment, and Realty (HEP), and other offices, as appropriate, as a writer and editor.

Help

As an Information Liaison Specialist, you will:

  • Write technical reports, speeches for FHWA officials, articles, and other material, for internal and external audiences.
  • Edit draft documents prepared by program staff in HIF, HEP, and other offices within the FHWA to ensure clarity, conciseness, factual consistency, and grammatical correctness. Recommend deletions or additions and rewrite some portions to improve style or presentation.
  • Serve as a liaison for the offices of HIF, HEP, and other offices, with the FHWA's Executive Secretariat on controlled correspondence, including compliance with suspense dates, tracking of correspondence, review of overdue lists, and assigning correspondence to the proper Program Office for reply.
  • Provide technical guidance to other offices within HEP, HIF, as well as other FHWA offices, on preparation of controlled mail and other assignments.
  • Respond to telephone inquiries from the public as well as from FHWA, DOT, and other officials regarding the highway program. Provide information on the telephone to callers and in other cases, prepare written responses to the inquiries.

The ideal candidate is a professional with experience writing material, particularly letters, designed to report on Federal-aid highway matters. The primary function of the incumbent is writing technical and nontechnical correspondence for the signature of the Secretary of Transportation, the Federal Highway Administrator, the Program Managers for HIF, HEP, and others, usually in response to inquiries from Members of Congress, Federal agencies, State and local government officials, civic associations, private citizens, and other FHWA or DOT officials.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.  You are required to report to the office on a regular basis since this is not a full-time telework position or approved as a remote work position.

Qualifications

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience researching, writing and editing written correspondences by extracting information from a variety of sources and meeting deadlines.

To qualify for the GS-11 on Education alone, you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience researching, writing and editing written correspondences by extracting information from a variety of sources, meeting deadline; AND
  • Experience responding to various inquiries both verbally and in writing.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. WRITTEN COMMUNICATION - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  2. TECHNICAL COMPETENCE - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  3. TECHNICAL CREDIBILITY - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
  4. WRITING - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience

Students enrolled in a qualifying degree program can apply to the GS-11 grade if the anticipated graduation date is within six months of closing date of the announcement. Graduation transcript must be received before start date. Other applicants must meet all qualification requirements by the closing date of this announcement.
