Summary

The incumbent serves as a Supervisory Analyst with the primary responsibility for the Internal Control Evaluation and other related functions within the Risk and Compliance Branch. Incumbent will participate in and oversee staff working on the design, implementation, monitoring, and assessment of the agency's internal controls and the performance of targeted quality assurance assessments, as well as plan and oversee projects and other initiatives related to this scope of work.

Branch Overview

The Risk Management & Compliance Branch is established under the Office of Planning, Performance, and Risk (OPPR) and oversees and directs the Agency's risk management programs through oversight and coordination of external audit; enterprise risk management, targeted quality assurance assessment; risk assessment, internal control evaluation and reporting; administrative policy oversight; and the submission of the annual Statement of Assurance to the Agency head.

Program Duties

1. Manages ongoing planning and execution of internal controls and targeted quality assurance activities and governance for the agency within the overall scope of the agency's risk management and compliance activities. Working under the guidance and direction of the Supervisory Management Analyst (Branch Head), coordinates the work of the analysts and staff involved in the agency's internal control efforts.

2. Leads and oversees planning for internal controls assessments, including testing of design and effectiveness of internal controls over financial reporting and operations across different business cycles, and management systems. Consults in the development of the risk-based annual testing plan, proposing testing scope, hands-on testing of select processes, detailed working paper review, sample size guidance, exception evaluation criteria, and remediation efforts. Reviews results for significant findings, their cause and effect, and makes recommendations for remedial action.

3. Serves as a subject matter expert on risk assessment and internal controls evaluation functional areas in accordance with the provisions of OMB Circular A-123 and its appendices, GAO standards, FHFA guidance, and other external requirements. Advises the Branch Head, Risk and Compliance Branch and Associate Director, Office of Planning, Performance and Risk on internal controls and quality assurance and provides in-depth subject matter expertise on such activities. Coordinates involvement of staff in these efforts as necessary.

4. Represents OPPR, Risk Management and Compliance Branch and Internal Controls Assessment Section on internal controls and quality assurance related activities, providing technical assistance on implementation.

5. Maintains awareness of other agency internal controls programs and provides advice on changes in laws, rules, regulations, and OMB, GAO, and FHFA guidance that may impact FHFA internal controls. Discuss emerging issues; identify instances of non-compliance and suggest remediation and prevention; Prepare, review, and present reports, presentations, talking points, formal responses and outreach materials on internal controls and targeted quality assurance activities for internal and external stakeholders, including assisting in presentations to senior leadership, and audiences encompassing the results and recommendations from assessments, evaluations, and reviews; corrective actions; and status and progress of work as appropriate.

6. Support the design, implementation, and execution of robust agency-wide enterprise risk management capabilities. Lead the agency's control risk assessment process; reporting to leadership on the status on the agency's system of internal control; and aligning the program with FMFIA, OMB Circular A-123, GAO Standards for Internal Control in the Federal Government (Green Book), and other applicable guidance.

7. Serve as a lead or member on various projects, tasks, working groups, and daily activities with responsibility for analyzing, managing, or performing work necessary to plan, design, develop, document, test, implement, integrate, maintain, and monitor.

Supervisory Responsibilities

9. Directs, supervises, and mentors staff up to the EL-14 grade based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates, and provides advice, counsels, or instructions to employees. Exercises the full range of supervisory authorities, to include overseeing the overall planning, direction, and timely execution of the goals and objectives of the group; and approving the allocation and distribution of funds. Interviews candidates for positions, recommend appointment, promotion, or reassignment to such positions.

10. Provides career development guidance and makes a broad range of human resource decisions including hiring, promotion, adverse actions, performance evaluation, awards, and the development, training and mentoring of staff. Models innovation, creativity, and excellence and encourages the development of those competencies throughout FHFA. Performs these duties following equal employment opportunity principles.

11. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Qualifications

Qualifying experience for the EL/GS-14 level includes one year of specialized experience at least equivalent to the EL/GS-13 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include the following:

1. Expertise of internal controls standards and guidance in the federal government under FMFIA, OMB Circular A-123 requirements, OMB A-50, GAO's Standards for Internal Control in the Federal Government, GAO's Financial Audit Manual, and GAO Fraud Risk Management Framework.

2. Expertise in analytical skills and trend analysis to plan control assessments, lead assessment teams, assess risks and identify key controls, identify control deficiencies and internal controls business process improvements, and recommend information to senior management and leadership for decision making.

3. Expert skill in quantitative and qualitative assessment techniques for developing a wide variety of data-driven, fact-based findings to prepare recommendations and briefings for senior leadership.

4. Demonstrated organizational savvy, good professional judgment and in-depth business acumen related to federal government strategy, budget, and performance measurement, or a similar field.

5. Demonstrated formal and informal strategic communications skills in order to influence, coordinate and integrate topics such as enterprise risk management and A-123 compliance programs into relevant organizational decision processes, strategic vision, culture, or operational plans.
