Duties

Help
  • Supervises and leads the Applications Development Branch, a high-performance team of IT project managers and IT specialists who design, develop and implement IT solutions in support of the OD mission.
  • Serves as an authoritative senior technical project manager, consultant, and advisor to ODEO officials and organizations to provide a broad range of information technology support, services, and training for OD programs.
  • Ensures the reliable, consistent, and timely planning and delivery of multiple services and functions, including installation, configuration, troubleshooting, client assistance, and training.
  • Develops and maintains problem tracking and resolution databases.
  • Uses and promotes agile practices for all solution development. Participates in the identification of features, story point development, backlog grooming sessions, daily scrums and planning and retrospective activities.
  • Identifies business requirements and translate those requirements into an IT requirements document (features/backlog), considering government/industry/academe best practices that can become future specifications for projects and programs.
  • Evaluates technological trends and establishes the most promising approaches for achieving high payoff advances in operational and mission requirements.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements:

One (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates IT related experience in each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;

AND

One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or performing IT related tasks such as: leading IT specialists to implement a broad range of business programs in support organizational IT customer needs; defining and executing IT management methodologies, which encompass strategic planning, complex organizational structures, technical project management, and business process modeling and re-engineering; utilizing the Development, Security and Operations methodology to plan, monitor, and enforce information and systems security on internal developed applications; engineering and overseeing the day-to-day operation of IT data infrastructures -including software, servers, storage, networks, databases, web sites, and capacity planning of applications based on traffic and customer usage of applications; managing IT acquisitions and the associated IT budget for the organization, including the customer cost estimates for developing applications.

  • This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
  • This position is eligible for remote work, a position designation where little to no onsite presence is required (e.g., once or twice annually). You may work anywhere in the U.S., including any of the territories. Worksites outside of the U.S. are prohibited. Your pay is determined by the geographically defined pay locality applicable to your approved worksite (e.g., home residence).
