Summary

This position is assigned to Navy Region Southwest (NRSW) Fleet and Family Support Programs (FFSP). FFSP is the Navy's primary agency for the delivery of an array of human services programs to enhance the resiliency and readiness of military personnel and their families. Incumbent serves as Regional Counseling and Advocacy Program (CAP) Analyst, and supports CAP within the assigned region, but may support other FFSP program areas as needed.

Duties

Help

The primary purpose of this position is to provide clinical supervision to associate clinicians who are post-graduate degree and pre-licensed. Incumbent will review all clinical documentation completed by associate clinicians, and provide weekly training and supervision. Incumbent will also provide clinical supervision to sites without clinical supervisors, coordinate weekly peer review meetings with sites that do not have clinical supervisors onboard, coordinate CAP taskers as assigned, review assigned cases for assessing compliance with Family Advocacy Program (FAP) standards, and work with assigned CAP and NRSW FFSP special project areas. Incumbent will also provide staff training and assist with developing policies and procedures to enhance clinical activities across NRSW.

May be asked to provide virtual direct CAP services to clients to support sites in times of low manning. Incumbent will also travel to NRSW Fleet and Family Support Center (FFSC) locations for brief or prolonged periods to serve as clinician or FFSC CAP Supervisor/Family Advocacy Representative during vacancies. Incumbent will provide direct service to clients to cover all clinical programs when there are clinical gaps. This includes, but is not limited to providing the following services: individual, couples, family, and group counseling to active duty personnel, retired military members, reserve components, and their families.

The incumbent primarily focuses on matters pertaining to family dynamics, couples communication, stress reduction, and adjustment to military life. Clinical counseling includes the psychosocial assessment of individuals, development of treatment plans, treatment delivery, and appropriate referral. Family Advocacy Program (FAP) case management includes the identification, reporting, safety planning, psychosocial and risk assessments, treatment planning, treatment, referral, and follow-up of intimate partner violence and child abuse allegations for active duty military members and their families. Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, and a variety of other mental health problems.

Sailor Assistance and Intercept for Life (SAIL) case management includes assessment, safety planning, and care coordination for active duty personnel with suicide related behavior. Frequent travel up to 50% may be required. Position is telework eligible when not in travel status.

  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).

Qualifications

A Master's degree or doctorate in Social Work, Marriage and Family Therapy, Counseling or Clinical Psychology or related field from an accredited institution from any US State.

Have and maintain a current and valid state clinical license that permits the incumbent to function as an independent health practitioner and fully meet and maintain the Tier II or Tier III SECNAVINST 1754.8 requirements.

Are current in continuing education credits/units to maintain license. Applicant must provide license state and number on resume or application.


Shall have two years, full-time post-licensure clinical experience, including working with clients who have involvement with child abuse or domestic violence.

Shall have professional experience supervising/leading clinicians.

Shall have experience with technical consultation and successful project management related to program planning, evaluation and collaborative work with community agencies providing social or human services.

Knowledge of the specific demands of the military lifestyle, such as frequent separations, and high stress working environments that have an extensive impact on individuals and their families preferred.

Ability to present sensitive, at times controversial, information to groups of people in a clear, concise manner.

Knowledge of federal, state, local reporting requirements. Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.

Ability to effectively interview, and clinically respond to the needs of clients including assessing suicidal and homicidal and substance abuse.

Ability to communicate in writing to develop and prepare case management documentation, psycho-social assessments, treatment plans, correspondence, and reports.

Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments.

Must be able to communicate clearly and effectively both verbally and in writing in English with all levels of management, staff, community agencies, military personnel, and their families.

Ability to adapt to changing work conditions, frequent interruptions, and pressures of short deadlines.

Ability to develop, implement, and deliver training in both in-person and virtual environments.

Education

Additional information
