Duties

Help

As a Senior Policy Advisor (Cyber Workforce), GS-0301-13/14, your typical work assignments may include the following:

1. Assessing the effectiveness of department and agency programs that relate to formulation, coordination, and execution of U.S. and Federal cyber and cybersecurity Workforce.

2. Works with the Office of Personnel Management, Department of Education, Department of Commerce, Office of Management and Budget, and other stakeholders in the U.S. Government to identify gaps in U.S. and Federal cyber and cybersecurity workforce and develop policy and strategy to address them.

3. Coordinating with state, local, tribal, and territorial partners and the private sector in advancing the cyber workforce and general awareness in order to attain a better understanding of the effectiveness of U.S. government programs, and ensuring stakeholder views are accounted for in national policy and strategy priorities.

4. Ensures that matters affecting the cyber workforce of the United States are given early consideration for decision at the highest levels of government in negotiations with representatives of foreign governments through bilateral or multilateral contacts, and/or legislation or other actions directed by Congress.

5. Participates in, and if called upon, organizes special interagency studies, analyses, and policy papers on cyber workforce and other related policy matters of immediate concern to senior ONCD officials.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.

TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.


SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1. Knowledge, education, training, and progressively more responsible work experience related to cyber defensive operational planning, resilience planning, and cyber incident response planning and related U.S. Government programs. 2. Understanding of private sector security concerns and their relationships with U.S. government programs. 3. Knowledge of U.S. and foreign economic, security, and diplomatic objectives and policies. 4. Knowledge of other federal departments and agencies involved in the formulation of national cybersecurity policies and plans.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
