Summary

Serve as the Science Mission Directorate (SMD) Interagency Agreements (IAA) Lead at NASA Headquarters, paving the way for the Agency's next missions for the Artemis Generation. Partnering with senior executives and management, scientists and researchers, the Office of the Chief Financial Officer, the Office of Procurement, the Office of General Counsel, and SMD partners (internal/external entities), to manage the 7600A/B process, intergovernmental personnel act agreements and other IAAs.

Duties

Help
  • Negotiates and enters into 7600A/B agreements, intergovernmental personnel act agreements (IPA), space act agreements (SAA), and other interagency agreements (IAA) with signature authority.
  • Interfaces and communicates with other Government agencies at various management levels; and establishes IAAs with other Government agencies regarding the process and standard templates to be used to create 7600A/B and other IAAs.
  • Serves as a functional lead for the 7600 contract support personnel and evaluation; and advances and supports SMD's goals and initiatives in Inclusion, Diversity, Equity, and Access (IDEA/DEIA) within the Agency, SMD, and the IAA community.
  • Commits appropriated funds on behalf of SMD, in accordance with the rules, regulations, policies, and accepted practices established by the US Treasury, OCFO, OP, Office of General Counsel (OGC), and SMD.
  • Serves an as liaison with the SMD Resources Management Division (RMD), and the NASA agency teams (Outside Buyer, Office of the Chief Financial Officer (OCFO), and Office of Procurement (OP)) that interface with the US Treasury.
  • Manages and determines the appropriate agreement type, coordinates, and collects the 7600A/B or IAA information (technical, costs, schedule) from all stakeholders to review the draft agreement per NASA processes/systems or other stakeholder systems.
  • Routes and tracks the draft 7600A/B agreement in G-Invoicing, or other commonly used systems and processes between NASA and Other Agencies for review, as well as IAAs and corresponding systems and processes.
  • Administers and reviews 7600A/B and other IAA agreements after execution for compliance, deliverables, and schedule.
  • Assesses/manages the IT requirements and systems for internal SMD-wide systems is to manage IAA processes; ensures SMD remains in sync with G-Invoicing requirements with stakeholders; and helps establish agency G-Invoicing/IAA system requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Making recommendations and overseeing to ensure the process and development and execution of federal agreements related to 7600A/B, intergovernmental personnel act agreements (IPA), space act agreements (SAA), and other interagency agreements (IAA) or similar;
  • Performing program/project management which includes project formulation, implementation, technical and schedule management within contracts, configuration management, project controls, financial management, policy management and IT systems management;
  • Integrating multiple stakeholders by utilizing multiple IT/ financial management systems to ensure policy management process requirements.
