Duties

Help

The incumbent serves as the Special Agent-in-Charge in the Investigations Division Operations (ID Ops), with management responsibility over the Evidence Management, Confidential Funds/Source, Undercover, Law Enforcement (LE) Equipment, Budget, Firearms, Case Management System, Data-Calls and Congressional Responses, FOIA, Digital Forensic Support, LE Vehicles, Semi-Annual Report Contributions, Training & Development, Hotline Management, Technical Equipment Support, New Employee Pre-Screen and Recurring Background Investigations, Reports of Investigation Reviews, Internal Affairs, LE Databases, Control Tactics, Internal and External Quality Assurance Review programs. The incumbent's duties will include:

  • Plan and monitor the work of ID Ops staff, including managers, senior special agents, program coordinators, analysts, etc.
  • Manage the Policy Program, to include overseeing the development, reviewing, editing and dissemination.
  • Identify systemic and programmatic vulnerabilities in operations to make appropriate policy changes to reduce and eliminate potential agency liability.
  • Manage the Quality Assurance Review Program.
  • Develop new LE programs and identify new tools to make staff's job performance more efficient and effective.
  • Manage ID's Use of Force Program (Firearms, Control Tactics & Officer Safety).
  • Conduct and lead criminal, civil and administrative investigations of alleged fraud, waste, and/or abuse involving senior executives and IG employees, as well as high profile U.S. Congressional interest cases.
  • Manage the development and continued maintenance of the case management system.
  • Manage ID's Qui-Tam program and serve as ID's representative to DOJ.
  • Manage the Freedom of Information Act (FOIA) program.
  • Oversee the preparation of investigative reports, management inquires, memoranda, etc. for use by the appropriate officials in criminal, civil, and/or administrative proceedings.
Other responsibilities include serving as a senior advisor to the Assistant Inspector General for Investigations regarding the standards and procedures governing the investigations program. The incumbent will be expected to establish and maintain liaison with SBA program officials as well as representatives of the Federal Bureau of Investigation, Counsel of Inspectors General for Integrity and Efficiency, General Accounting Office, U.S. Attorneys, as well as other federal, state and Local Law Enforcement agencies. The incumbent of this position will have the authority to initiate investigations or disapprove requested investigations.

  • You must be a graduate of the Federal Law Enforcement Training Center's (FLETC) Criminal Investigator Training Program (CITP) or other federal equivalent, OR agree to attend and successfully complete CITP in Glynco, GA.

SPECIALIZED EXPERIENCE STATEMENT:

GS-15: You must demonstrate one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service that is directly in, or related to, the work of the position to be filled. Specialized experience for this position is defined as: Independently planning, directing and implementing a diverse investigative program consisting of criminal, civil and administrative investigations, quality assurance and operational support of those investigations for field regions, personnel security investigations, and hotline operations. Independently initiating complex investigations from informant tips or leads; developing evidence by interviews, documentary searches, surveillance, etc.; establishing interrelationships of facts or evidence; investigating sensitive, controversial subjects; participating on multi-agency taskforce and performing dangerous and extensive undercover and surveillance work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MEDICAL REQUIREMENT:

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early or mandatory retirement. If you have already reached the mandatory retirement age of 57, you will not qualify for this vacancy.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
