Duties

Help

  • Plans, organizes, and directs the activities of USCYBERCOM J9 Joint Cyber Weapons ( USCC JCW) Development Element, ensuring that the acquisition functional area complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents CDM and USCC JCW with a variety of installation and functional area organizations.
  • Executes an active role in the definition and development of project strategies in order to ensure operational needs are translated into executable projects while identifying and managing risk.
  • Serves as technical expert and advisor to USCC JCW on policy, practices and procedures governing issues related to acquisition and contracting, particularly as they relate to project execution.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This position has been designated Mission Essential and identified as a civilian recovery force position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

  • Employee is expected to meet Continuing Acquisition Education requirements.
  • Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position.
  • Employee must within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • Incumbent is subject to psychological screening/ polygraph testing as an inherent primary requirement of their position.
  • This is a Critical Acquisition Position (CAP). Selectee must be a member of an Acquisition Corps at the time of appointment.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment.
  • Superior Qualifications and Leave Accrual incentives will be considered.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to acquisition management, budget formulation and financial management. Mastery of DOD and Air Force policy and procedures including events and milestones in the appropriate contracting activities. Comprehensive knowledge of annual and multiple-year appropriations; their characteristics, uses, and applications as they relate to acquisition processes. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing software acquisition using Agile methodologies leveraging the DOD Software Acquisition Pathway.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to acquisition management, budget formulation and financial management. Mastery of DOD and Agency policy and procedures including events and milestones in the appropriate contracting activities. Comprehensive knowledge of annual and multiple-year appropriations; their characteristics, uses, and applications as they relate to acquisition processes.
2. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for managing, planning, budgeting and executing software acquisition using Agile methodologies leveraging the DOD Software Acquisition Pathway.
3. Ability to plan, organize, and direct the functions and staff of an organization. Mastery in establishing and maintaining highly productive working relationships with team members, clients, industry experts, and others including interpersonal effectiveness with executive management, peers, employees, and contractors as well as in building relationships and maintaining close coordination with a range of customers.
4. Extensively skilled in oral and communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations.
5. Comprehensive knowledge and continuous awareness of Congressional, DOD, and Defense Intelligence Enterprise (DIE) initiatives, program goals and objectives the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events, which impact Acquisition policy to determine whether or not they conflict and how to implement.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
