Duties

  • As a Supervisory Data Scientist, some of your duties and responsibilities will include, but are not limited to the following:
  • Supervise divisional staff of Data Scientists, Program Analysts, and IT Specialists.
  • Serve as technical expert with respect to the design, conduct, and interpretation of statistical analyses relating to topics under consideration.
  • Plan and carry - out quality control programs and selects statistical methods for use in quality control analysis and ensures the reliability and consistency of the data while measuring the data limitations.
  • Identify inadequacies and inconsistencies in data; develops procedures and methodology to modify the data; and oversees data modifications.
  • Integrate data from multiple sources, including potentially disparate databases on grants, contracts, intramural projects, inter-agency agreements, and other transactions, to produce and disseminate data for downstream analysis and reporting.
  • Serve as a recognized authority in data science and lead the conceptual formulation, design, and implementation of data- and knowledge-driven methods that address the evolving needs of NIH.
  • Identify, evaluate, and recommend tools, techniques, and methods to increase access to and utility of datasets and knowledge bases unique to NIH.
  • Serve as a member of committees or work groups at the agency or department level as well as on interdepartmental groups.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirements:

Basic Education Requirement: Bachelor's degree, or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position;

OR

You possess a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position.

In addition, in order to qualify for this position at the GS-15 level, you must have at least one year of specialized experience at or equivalent to the GS-14 level in the Federal service, obtained in either the private or public sector performing the following types of tasks: providing supervision to other staff, including developing organizational data-related strategies and procedures by partnering with the relevant stakeholders (e.g., researchers, leadership) to build consensus around data standardization, integration, sharing, and security processes that provide reliable/readily available data to make informed decisions. This specialized experience includes the following types of tasks: Providing oversight and guidance on the implementation and integration of state-of-the-art technologies and solutions for a scientific research organization; Supporting scientific data and knowledge management systems by providing guidance on administration and management functions such as architecture, infrastructure, policy development, technology evaluation, short-and long-term planning, etc.; Providing guidance on creating and modifying scientific applications using programming languages (e.g., R, Python< SQL, Scala, Java, C/C++, Julia) to facilitate data clean-up, standardization, analysis, and retrieval efforts across an organization; Presenting findings to senior-level leadership through data visualization techniques (e.g., interactive dashboards, charts, graphs) using programming (e.g., R, Python, SQL, Scala, Java, C/C++, Julia) or software packages (e.g., MatLab, Tableau).

"This position is eligible for non-local remote work, a position designation where little to no onsite presence is required (e.g., once or twice annually).
