Duties

Help

  1. Plans, organizes, and directs the activities of the National Security Law Division, ensuring that the legal support and work product complies with legal and regulatory requirements and meets customer needs.
  2. Exercises supervisory personnel management responsibilities: ensures compliance with Rules of Professional Responsibility for the practice of law.
  3. Senior Counterintelligence Law Attorney: lead attorney on counterintelligence and related matters; and Senior Cyber Law Attorney: lead attorney on cyber law matters.
  4. Senior Insider Threat Law Attorney: serves as the primary legal advisor to the command on insider threat legal and policy matters.
  5. General Attorney (All Facets of AFOSI Mission): provides counsel in the areas of counterintelligence law; intelligence law; cyber law; military justice; electronic surveillance; intercepts; complaints resolution; criminal investigations; civil rights; Constitutional law; federal labor and employment law; administrative law; fiscal and federal appropriations law; ethics; search and seizure; and any of the diverse legal issues that arise regarding AFOSI's mission.

  • Attorney appointments are subject to serve a one-year probationary period
  • Candidates are not required to have active duty service or veterans preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official
  • The incumbent must be an attorney and a graduate of an accredited law school. The incumbent must be admitted to the practice of law before the highest court of a state, territory, possession, or commonwealth of the United States (CON'T)
  • (CON'T) and must maintain an active law license in at least one of the jurisdictions identified above. The incumbent must recertify annually regarding the incumbent?s state bar standing
  • The incumbent must meet minimum training requirements set out in the TJAGC policies
  • The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander?s designated representative(s)
  • The position is special-sensitive. The incumbent must obtain and maintain a Top Secret/SCI security clearance, and may be required to undergo a polygraph examination
  • The incumbent may be required to work overtime and must adhere to the Air Force Rules of Professional Conduct
  • The incumbent may be required to travel by military or commercial transportations (e.g., airplane, automobile, subway, etc.)
  • This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • The incumbent may be required to work overtime
  • Mobility is a condition of employment. The employee must sign and Air Force-wide mobility agreement
  • This is a Supervisory Position

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
In addition to the above requirement: you must have professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Mastery at the expert level of national security law, counterintelligence law, cyber law, insider threat law, and ability to apply this knowledge to develop legal strategies for unique and complex factual predicates and time-sensitive situations.
  2. Mastery of techniques and knowledge of law necessary to independently identify and analyze factual, legal, and policy issues with relation to the command's counterintelligence and law enforcement functions missions.
  3. Mastery of the principles and methods of legal research of various sources, and ability to perform in-depth legal research to provide effective written and oral legal opinions.
  4. Expert knowledge and skill in fact finding, problem solving, and interpreting laws, directives, and policies, and the ability to apply that knowledge to make decisions or recommendations that may result in the application, development, or amendment of policies or programs.
  5. Expert knowledge and ability to work independently to identify issues relevant to multiple mission areas to provide guidance to all levels of command, as well as interagency partners and international partners.
  6. Ability to independently prepare and present, both orally and in writing, comprehensive legal reviews and instructional
    material on issues related the command's law enforcement and counterintelligence mission for all levels of command; and the ability to analyze, plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
