Summary

Duties

Help


Works directly with the Acting Director of Congressional Affairs to provide the FHFA executive team with advice on pending legislative issues that could affect the Housing GSEs or FHFA's responsibilities.

Serves as the OCAC lead and expert on the U.S. House of Representatives (and in particular the House Financial Services Committee).

Provides and manages legislative analysis on a variety of proposals, which requires coordination with Subject Matter Experts (SMEs), inputting their comments formally and then scheduling a discussion with Congressional staff. Speaks to the proposal and provides written comments while utilizing the Agency's expertise on the housing market to provide unbiased, thoughtful advice on proposals.

Manages relationships with multiple House Financial Services Committee offices. Engages with staffers on a regular basis, which varies within each office and issue portfolio of the staffer.
Offers to provide briefings to Congressional staffers on Agency rules and directives, which would require close coordination with Agency SME while simultaneously building a relationship of trust and confidence with staffers.

Assists in the drafting of Congressional correspondence responses. Lead efforts on drafting of the Agency's responses to Congressional letters from the House and occasionally the Senate. This includes coordination with SMEs and distilling information in a way that is responsive to the incoming inquiry and has the appropriate review and approval from the Office of the Director and senior leadership at the Agency.


Coordinates with senior OCAC staff on pending legislative matters with policy makers and congressional liaisons in other Federal agencies such as the U.S. Department of Housing and Urban Development (HUD), the Department of Treasury, the Federal Reserve Board, and other financial regulatory agencies. Develops and maintains an understanding of their strategic priorities. Works to ensure that FHFA contributes on broad public policy matters affecting the mission of the agency.

Oversee the agency's preparation for and follow-up to congressional hearings. Advises the Director regarding the ramifications of matters pending before the House Financial Services Committee and the Department, including the need for, and development of strategies to address any such specific issues that may arise.

Leads or assists with the Congressional hearing preparation process, including writing or assisting with the writing of testimony or statements, developing briefing materials, and preparing a witness for a hearing.

Markets agency work as a resource to Congress by developing and implementing strategies for conducting proactive outreach with members of Congress and their staff.

Provides legislative analysis and advice on a wide range of legislative mandates and oversight matters affecting the work of the agency.

Serves as a liaison with other Federal agencies/entities.

Performs other duties as assigned.

Qualifications

Qualifying experience for the EL-15 level includes one year of specialized experience at the equivalent to EL-14 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Examples of specialized experience include the following:

  1. Demonstrated experience leading legislative discussions and analysis with Subject Matter Experts that encompass housing finance policy and/or the secondary mortgage market; and/or
  2. Demonstrated experience developing and managing relationships with House Financial Services Committee offices as well as House leadership and / or congressional caucuses; and/or
  3. Demonstrated experience leading a government relations team (congressional and / or external stakeholder engagement) focused on housing policy; and/or
  4. Demonstrated experience developing written testimony and preparing government witnesses for appearances before Congress; and/or
  5. Demonstrated experience engaging with key Agency stakeholders; and/or
  6. Demonstrated experience drafting and finalizing Congressional correspondence responses.
Selective Placement Factor:

Have applied knowledge of legislative, regulatory, or economic policies or guidance related to housing finance to develop plans and programs to address an Agency's/Corporation's policies, programs, and activities.
