As a Program Analyst (Data Analytics) (Public Notice Flyer), you will:

Data Analysis, Interpretation, and Management

  • Serve as a senior Program Analyst (Data Analytics) and advisor to leadership at the Division and Group level in leading and coordinating the efforts of other Agency professionals and contractors in solving complex and far-reaching data management issues and problems for a wide range of systems, applications, and customers. Issue data interface, storage and require the application of data management principles, procedures, and tools such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
  • Translate complex concepts, findings, and limitations into concise, plain language. Closely ties findings and conclusions into the agency mission, original problem statement, and team objectives. Research and designs presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate.
  • Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design. Conduct observational analyses using software and/or programming languages such as R, Python, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions. Derive meaning from big data (i.e., datasets that may be large, disparate, unstructured, and/or complex), including structured, loosely structured, and unstructured data. Comfortable working with large datasets and numerous confounding variables. Use these tools to transform, combine, and clean data in preparation for analysis. Work with teams to develop data products and definitions.
  • Present the results of quantitative analyses to non-technical audiences. Is knowledgeable of chart typologies, mapping stories to appropriate chart types. Work with customers to create useful presentations and interpretations of analytical outputs. Independently synthesizes findings and turns them into actionable insights. Adhere to applicable style guides. Is responsive to a variety of stakeholders and team members with varying technical skills.
  • Collaborate with other subject matter experts or stakeholders to select the relevant sources of information, as needed, to perform job duties and makes strategic recommendations on data collection, integration, and retention requirements incorporating business requirements and knowledge of best practices. Provide strategic and technical guidance and hands-on support in the transfer of any required data needed for ad-hoc and ongoing analyses.
Data Science Consultant and Advisor
  • Provide technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management on the use of such technology as it relates to Agency data. Participate on cross-functional teams in the development, implementation, and oversight of new technologies related to data science.
  • Direct internal and external process or system reviews, studies, projects, and data validation efforts, which provide a mean for evaluating system performance and vulnerabilities. Accesses, merges, cleans, standardizes, and develops derived metrics on multiple structured datasets; has familiarity with appropriate software and automation tools. Also serves as a resource to junior analysts and contractor staff, as directed by the supervisor.
Project Leadership Related to Data Analytics and Technical Liaison
  • Serve as a resource and leader to Federal and contractor staff on implementing, managing, tracking, and evaluating large scale and extremely complex data analysis projects and their associated requirements and risks. Define customer and applies system architecture principles to develop and manage technical requirements and achieve formulating, planning, stakeholder needs and constraints, clarifies objectives, develops resource requirements and the appropriate balance among resources, schedule, and technical requirements. Develop and manage an efficient project organizational structure and applies system architecture principles to projects.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience:

  • Providing research and analysis where precedents isn't available in problem solving
  • Planning, scheduling, designing, and carrying out analyses and evaluations of program and operational issues concerning efficiency, effectiveness, and other goals.

To qualify at the GS-14 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:

  • Providing analysis and evaluation of program issues concerning overall project objectives
  • Planning, scheduling, designing and carrying out programs, projects and studies for organizational effectiveness.
  • Providing guidance on controversial projects and activities related to data collection and sharing and provides technical assistance

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
