Duties

Help

The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Congressional Relations Specialist, you will:

  • Assist the Director in representing the National Archives and Records Administration (NARA) before Congress by establishing and maintaining working relationships with key congressional staff.
  • Analyze legislation of potential interest to NARA and assist with the drafting and reviewing of agency positions.
  • Attend congressional hearings on behalf of NARA and prepares summary reports for the Director and NARA leadership.
  • Participate with other staff to develop and execute strategies to create awareness in Congress of NARA missions and programs.

The education or experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Must successfully complete a background investigation.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

  • Drafting materials to present information using a variety of platforms, such as social media and web media; AND
  • Recommending communication strategies on policies, actions and/or major events that impact internal and external stakeholders; AND
  • Making oral presentations to various internal and external groups, including high-ranking officials.
OR

Ph.D. or equivalent graduate degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related

OR

You may qualify by a combination of experience and education.

NOTE: Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

  • Conveying and routing information and requests accurately, effectively, and concisely verbally and in writing; AND
  • Drafting materials to present information using a variety of platforms, such as social media and web media; AND
  • Communicating detailed ideas into a simplified format.
OR

Master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to such a degree
OR
LL.B. or J.D., if related

OR

You may qualify by a combination of experience and education.

NOTE: Only education in excess of the first 18 semester hours (i.e., beyond the first year) may be combined to be considered for qualifying education.

Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

  • Dealing with a variety of persons tactfully and courteously; AND
  • Reviewing documents for accuracy (i.e. completeness, grammar); AND
  • Building and maintaining a network of contacts, such as associates, customers, and/or stakeholders.
OR

1 full year of graduate level education
OR
Superior academic achievement

OR

You may qualify by a combination of experience and education.
