Summary

The Chief Resource Manager (CRM) will be assigned enterprise resource management responsibilities for the Office of the Chief Information Officer. The CRM will provide strategic and tactical advice in regard to resource allocation to the CIO for high-priority initiatives, to include those not only from Treasury leadership, but also from the White House, National Security Council, OMB, OPM, Department of Homeland Security, and National Institute of Standards and Technology.

Duties

Help

Serves as the key advisor to the CIO on all matters, including policy, budget strategy, resource allocation, program initiatives, best practices, guidelines and processes and standards.

Provides strategic, top-level advice on managing all resources pertinent to IT programs, in accordance with all operating requirements for Federal Information Systems.

Resource management skills involve the ability to allocate resources, including personnel, equipment, and money, to achieve the goals of projects, initiatives, and CIO priorities.

Collaborates and provides guidance on resource management with internal departments.

Documentation of processes and maintenance of budgetary records.

Accurately assess resource needs and provides sufficient capacity to realize projects' goals.

Coordinates, plans, develops, and executes special critical and/or sensitive assignments, position papers, proposals, recommendations, white papers, and inquiries for the CIO.

MANDATORY TECHNICAL COMPETENCY QUALIFICATIONS (TQs): In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

Technical Qualifications (TQs)-- Your résumé must show that you possess the following TQs:

  1. Comprehensive knowledge of the functions of an Information Technology (IT) program for a large public, private or non-governmental organization such as a Federal Agency and the expertise to advise on resource allocation to support program execution. Experience in management of IT products and services are acquired and resources are managed in accordance with federal guidance, government and industry best practices, and the policies and procedures of legislation, including the Paperwork Reduction Act, the Clinger-Cohen Act.
  2. Experience advising on organization-wide IT on all matters, including policy, budget strategy, resource allocation, program initiatives, best practices, guidelines and processes and standards by encouraging performance-based management and where appropriate, leveraging common technology solutions to improve business processes, performance, and cost effectiveness of IT activities.
  3. Knowledge and experience in maintaining a comprehensive and effective cyber security program with the ability to protect classified and unclassified information and IT assets.
  4. Demonstrated ability in leading, overseeing, inspiring, and challenging a team in developing and administering IT usage policies and guidance and complying with applicable Federal and/or Department statutory and policy requirements (e.g., privacy, records management, asset management).
  5. Resource management skills involve the ability to allocate resources, including personnel, equipment, and money, to achieve the goals of projects, initiatives, and CIO priorities.

CONDITIONS OF EMPLOYMENT:
