Summary

You will serve as the Information Systems Security Manager (ISSM) for FMCSA’s Office of the Chief Technology Officer (OCTO), responsible for providing expertise in IT security, applying IT security standards and best practices to ensure successful delivery and operation of IT systems and services. You will work collaboratively with business offices and other project managers in the initiation, execution, and monitoring and control of IT projects.

As a IT Director of Development, Security and Operations (DEVSECOPS), you will:

  • Direct Software Development, IT Security and IT Operation functions. Oversees various aspects of IT system development, operations and maintenance including the creation of procedures for updating and maintaining FMCSA systems.
  • Provide leadership and direction to Application Developers, IT Operations staff and Security personnel.
  • Provide expert technical advice, guidance, and recommendations to the Director and other technical specialists on critical technology issues related to Development, Security and Operations (DevSecOps) and software.
  • Establish criteria and methods for evaluating program accomplishments and trends.
  • Orchestrate the development of required program contracts, acquisition, or systems software/licenses and hardware. Lead the implementation of the technology strategy set by the Chief Technology Officer (CTO).
  • Implement department-wide policies and standards related to software/application development, IT operations and IT security.
  • Oversee the implementation of modern system development methods (DEV/SEC/OPS, Agile) through all phases of system development including requirements, design, development, testing, and deployment and decommissioning.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience utilizing Cybersecurity and advanced Information Technology concepts, principles, and practices to apply to work assignments.
  • Experience supporting protection of the confidentiality, integrity, non-repudiation, and availability of systems, networks, and data through planning, analysis, development, penetration testing, access control, implementation, maintenance, and enhancement of information security systems, programs, policies, procedures, and tools.
  • Experience applying principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Additional KSAs:

  • Information Assurance - Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.
  • Information Systems Security Certification - Knowledge of the principles, methods, and tools for evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.
  • Information Systems/Network Security - Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.
  • Technology Management - Keeps up-to-date on technological developments. Makes effective use of technology to achieve results. Ensures access to and security of technology systems.
  • Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
