Major duties and responsibilities are summarized below.
Serves as the senior and primary Warfighter and Family Readiness (WFR)/Marine Corps Community Services (MCCS) executive at Marine Corps Base, Camp Blaz (MCB CB), Guam, overseeing the effective and efficient administration and management of all WFR programs and operations. develops and executes comprehensive operating and capital budgets to support ongoing programs and proposed program offerings. Provides administrative and technical direction as it pertains to developing program budgets, implementing marketing strategies, initiating facility maintenance programs, defining staffing requirements, and streamlining all business and logistical operations. Ensures the optimum implementation of program offerings and activities throughout the Marine Corps AOR and local community. Designs and implements various WFR support functions for Marine Corps units stationed or deployed to Guam and the Commonwealth of Northern Marianas Islands (CNMI) to include bilateral and multilateral training with the various military forces and regional allies and partners throughout the Indo-Pacific. Develops strategic plans within the framework of available funds, manpower, facilities, equipment, supplies, and existing services. Further support may be required at various locations throughout Guam and CNMI, which includes exercises and engagements ashore and afloat throughout the Indo-Pacific region. Additional support coordination with MCIPAC for deployment exercise support for Marines deploying to Guam, CNMI and throughout the Indo-Pacific region will be required. In addition to the responsibilities aligned with Guam, the incumbent will also provide assistance, oversight and guidance during the startup and operationalization phase of the WFR/MCCS components activated in Guam. Directly supervises assigned staff at the Installation Program Director level. A four-year degree from an accredited college or university in a field that demonstrates the knowledge, skills and abilities necessary to do the work; and four years of experience demonstrating progressively more responsible managerial work, a high degree of interpersonal communication, and analytical skills to adapt and respond to diverse situations unique to the military lifestyle preferred. Familiarity with Marine Corps and/or Navy traditions and customs preferred.
Knowledge of the principles, methods, and techniques of business administration and public administration. Knowledge of pertinent DoD, Navy, and Marine Corps regulations, instructions, and policies pertaining to WFR/MCCS Programs. Knowledge of public policy decisions affecting the organization. Knowledge of and skill in resource planning. Knowledge of and skill in providing oversight management of functions for WFR/MCCS programs. Knowledge of budgeting, financial execution, cost analysis, and business planning in order to make recommendations concerning changes in funding and develop budget plans. Knowledge of Navy APF and NAF contract administration. Knowledge of APF and NAF financial management.
Knowledge of CNIC's EEO policy and procedures. Ability to identify needs, trends, and performance measures to evaluate program effectiveness. Ability to perform the full-range of supervisory duties. Ability to communicate effectively orally and in writing. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, news media and the public, often in an adversarial environment. Ability to develop and effectively deliver presentations and/or briefings. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react
quickly to changing priorities.
Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450, (5 CFR Part 2634.904), Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulations, dated 23 March 2006.
Must have or be able to obtain and maintain a Secret Security Clearance.
Must have or be able to obtain and maintain a valid driver's license.
Frequent travel up to 20% to different locations, on or off-island may be required.
This position is ad-hoc/situational telework eligible.
