All groups of individuals within the civil service and the public. The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches.
Provides executive leadership and oversight of the DoD OIG's financial management programs and operations, working with the DoD OIG CFO to achieved organizational objectives through planning, programming, budgeting, and execution processes.
Serves as the principal advisor to the Inspector General, Principal Deputy Inspector General, CoS, and other DoD OIG senior leaders on strategic financial and acquisition management issues.
Provides executive leadership and oversight of the DoD OIG's acquisition, security, facilities, and logistics functions to enable the DoD OIG to meet all mission requirements at Headquarters and field offices worldwide.
Provides direction and oversight to special projects and programs initiated by the IG and CoS.
Represents the DoD OIG in communication with DoD senior leaders, Congress, the Office of Management and Budget, and other DoD and Federal agencies.
Ensures DoD OIG compliance with statutory and regulatory requirements.
Leads the DoD OIG Counter-Insider Threat Program.
Promotes an organizational culture that fosters collaboration, excellence, and establishes the DoD OIG as an employer of choice in the oversight community.

Position has been designated as Special Sensitive; incumbent is required to be eligible (and to maintain eligibility) for access to Top Secret with Special Compartmented Information (TS/SCI).

Incumbent may be required to travel both in the Continental United States, as well as overseas locations

Qualifications
Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.
Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative must not exceed 2 pages per MTQ. Narratives exceeding the page limitation will not be considered. 1. Comprehensive knowledge and experience with planning, programming, budgeting, execution process and financial and budgetary accounting.
2. Broad knowledge of acquisition, security, facilities, and logistics program management in the Federal government.
DESIRED QUALIFICATIONS
Senior executive experience leading mission support functions at a Federal office of Inspector General or a Department of Defense organization.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
