Duties

Help
  • Provides executive leadership and oversight of the DoD OIG's financial management programs and operations, working with the DoD OIG CFO to achieved organizational objectives through planning, programming, budgeting, and execution processes.
  • Serves as the principal advisor to the Inspector General, Principal Deputy Inspector General, CoS, and other DoD OIG senior leaders on strategic financial and acquisition management issues.
  • Provides executive leadership and oversight of the DoD OIG's acquisition, security, facilities, and logistics functions to enable the DoD OIG to meet all mission requirements at Headquarters and field offices worldwide.
  • Provides direction and oversight to special projects and programs initiated by the IG and CoS.
  • Represents the DoD OIG in communication with DoD senior leaders, Congress, the Office of Management and Budget, and other DoD and Federal agencies.
  • Ensures DoD OIG compliance with statutory and regulatory requirements.
  • Leads the DoD OIG Counter-Insider Threat Program.
  • Promotes an organizational culture that fosters collaboration, excellence, and establishes the DoD OIG as an employer of choice in the oversight community.

  • Must be a U.S. Citizen to qualify for this position.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and to maintain eligibility) for access to Top Secret with Special Compartmented Information (TS/SCI).
  • Male applicants born after Dec. 31, 1959 must certify at the time of appointment that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service law (see www.sss.gov).
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of employment.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative must not exceed 2 pages per MTQ. Narratives exceeding the page limitation will not be considered. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Comprehensive knowledge and experience with planning, programming, budgeting, execution process and financial and budgetary accounting.
2. Broad knowledge of acquisition, security, facilities, and logistics program management in the Federal government.

DESIRED QUALIFICATIONS
Senior executive experience leading mission support functions at a Federal office of Inspector General or a Department of Defense organization.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). The ECQs must not exceed 10 pages. ECQ exceeding 10 pages will not be considered.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

There is no substitution of education for experience at this level.

Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

PCS/Relocation expenses, if authorized, will be in accordance with Joint Travel Regulations.

Veterans' preference is not applicable to the Senior Executive Service.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and best qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
