Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:

Land Surveyor has a Basic Requirement which included:

A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
OR
B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education.
OR
C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.

To qualify for the GS-12, in addition to meeting the basic requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:

Technical expert in official surveys, expert in legal research for preparation of responses to protests and appeals; Responsible for the collection of accurate geodetic data, in order to verify accuracy and reliability of existing surveys and/or to provide more precise positions for the PLSS data set. Will prepare draft Special Instructions, complete standards for boundary evidence documents in accordance with 600 DM 5, conduct research, write clear technical reports and briefs, review draft field notes of surveys, and prepare plats in near final form. Employee must have knowledge and ability to use the latest field to finish software including survey grade GPS products, AutoCad, CAPD, Arc Pro, & Parcel Fabric. This includes learning and developing new technologies to fit modern surveying needs.


Physical Demands: Generally work is performed in an office setting with occasional trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations and rugged terrain. The incumbent must be able to sit, walk or stand and perform off-road driving for prolonged periods of time. Incumbent may be required to participate in numerous, lengthy meetings at local and distant meetings. Overnight travel may be required.

Work Environment: Work is normally performed in the office, although some occasional field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote in remoteareas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
