Summary

The IT Specialist (Operations Engineer) is responsible for IT processes and operations as a technical expert in the administration and support of the agency's IT infrastructure operations, including cloud-based solutions. The incumbent will coordinate, manage, troubleshoot, and maintain both hybrid and cloud infrastructure for a variety of agency systems as well as monitor and improve system performance and reliability.

Duties

Help

1. Integrate, monitor, support, and troubleshoot both on-premises and cloud-based technology environments supporting multiple applications and business processes. Work directly with both clients and OTIM colleagues to identify and resolve issues to ensure continued reliability.

2. Assist in conducting special projects related to IT infrastructure operations, cloud-based systems, or migration efforts, including feasibility studies, cost-benefits analysis, or other studies for management related to IT issues. Assists in the development of operating procedures to control and maintain relevant systems and provides training and assistance to users who use or interface with these systems.

3. Works directly with customers, IT colleagues, and other stakeholders to identify potential cloud-based systems, prototype platforms, or infrastructure solutions that meet agency needs, improve on cost, performance, or reliability and participate in the procurement of such solutions as appropriate.

4. Coordinates development, deployment, and implementation of on-premise, cloud and hybrid applications, including collaborating with engineering and security teams to ensure smooth, secure, and stable stand-up of new technology solutions.

5. Applies knowledge and expertise in a range of operational engineering efforts. Monitors ongoing enterprise system performance and reliability and collaborates as appropriate to identify and implement opportunities to improve system performance and reliability and improve scalability of current and proposed solutions and platforms.

6. Stays abreast of changes in policies and procedures of both Federal and private sector to remain current in IT practices and proposes adjustments to FHFA policy, procedures, and systems to senior management.

7. Participates in the development of IT architecture and related systems to ensure availably, security, and performance of systems that are critical to the agency's ongoing mission.

8. Incumbent is responsible for the oversight of day-to-day work for assigned systems, applications and platforms and may provide guidance to lower-graded IT specialists involved in these efforts to meet established delivery targets and service levels.

9. May lead IT project teams on relevant issues. Oversees project responsibilities within assigned area to ensure the proper resources and plans are put into place and are on target.

10. Performs other duties as assigned.

Qualifications

Qualifying experience for the EL-12 level includes one year of specialized experience at least equivalent to EL/GS-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience include the following:

  1. Deploying, monitoring, and maintaining on-site and cloud-based applications and infrastructure.
  2. Troubleshooting problems and errors with cloud-based and on-site applications.
  3. Identifying opportunities for improvement with IT infrastructure or applications and proposing solutions to improve reliability, security, or performance.
  4. Collaboration with both technical and non-technical colleagues to solve business and technological issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
