Summary

Within Agricultural Marketing Service (AMS), Science and Technology Program's Seed Regulatory and Testing Division (SRTD) you will assist in administering the Federal Seed Act (FSA) to enforce regulation and maintain a comprehensive, nationwide, seed monitoring program. Under the Division Director you are responsible for overseeing, directing, and coordinating the regulatory, operational, and administrative aspects of the program within SRTD.

Duties

Help
  • The duties may include, but are not limited to:
  • Formulating and defining policies and program objectives as they relate to administering the Act.
  • Conducting outreach activities for a large and diverse group of national and international stakeholders the promote truth in labeling and adherence to State and Federal noxious weed-seed laws.
  • Performs and/or oversees the performance of inspector training programs, complex investigations, and responses to novel issues facing the seed industry.
  • Develops and implements a preventative maintenance system for sampling equipment, proper operation and calibration of sampling probes and measuring devices and assures repair or replacement.
  • Prepares periodic reports summarizing accomplishments and/or case status to State regulatory partners, industry leaders, or headquarters staff.
  • Conducts research to ensure that investigatory methods are legally defensible and within USDA policy.
  • Supervise all SRTD FSA regulatory activities, coordinates the overall operation through planning, organizing, and assigning work to provide orderly, accurate and expeditious services.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Planning and supervising or responding to regulatory investigations involving seed shipments.
  • Establishing internal policies and procedures that ensure unbiased uniform regulatory action on seed shipment violations or in response to regulatory actions on seed shipment violations.
  • Formulating policies and programs that establish and maintain the technical qualifications of seed inspectors, samplers, or other seed industry professionals.
  • Supervising, coordinating, or participating in field trials that compare or determine varietal identity.
  • Interpreting policy, laws, and rules related to seed trade.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
