Help
  • Serves as a Digital Services Expert who leads the solving of user problems, pain points and inefficiencies to improve products and existing processes.
  • Advises management on best practices for transforming digital systems using design and agile methodologies.
  • Executes discovery sprints that capture current state of affairs, unearth gaps and opportunities, and set clear recommendations that are actionable and produce improved solutions.
  • Develops the larger picture, creating long and short-term strategies for digital transformation, and persuades management to adopt those strategies with tactical plans that show value and are in line with larger NASA digital goals.
  • Creates final, shippable digital designs on numerous platforms (Mural, Figma, Microsoft PowerBI, Microsoft 365) and explains complex concepts to all levels of partners, users, stakeholders and management.
  • Exemplifies and practices Human-Center Design as an ethos in all interactions, artifacts, presentations regardless of assignment. Can train, assist and enable HCD for teams, individuals, and organizations.
  • Leads and applies user research (e.g. journey mapping, practical blueprinting, site usability heuristics, etc.) using digital service design methods, workshops and collaborative tools (i.e. Mural, FigJam).
  • Technical Acumen: understands and has a working knowledge of IT infrastructure, tech stacks, and varying Microsoft and open-source IT systems. Participate in discussions and talks regarding evolving IT to better suit user needs.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You may meet the basic requirements through substitution of education for experience

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Facilitating user research (e.g. journey mapping, practical blueprinting, site usability heuristics, etc.) using collaborative tools (i.e. Mural, FigJam);
  • Designing digital solutions using human-centered design principles using digital tools that may include: Sketch, Figma or other modern design tools;
  • Assisting in the development of design presentations to management and Human-Centered Design training and class materials for users, customers and stakeholders.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
