Summary

Duties

Help

As a Safety & Occupational Health Specialist, you will:

  • Independently perform assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to safety and occupational health. Assignments are intermediate in difficulty requiring interpretation and adaptation of guidelines to secure results; participates in complex studies and projects designed to develop broader expertise.
  • Conduct facility surveys and inspections of the Fleet's activities to ensure compliance with safety and health regulations required by the Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), applicable state regulations, as well as the Department of Transportation (DOT), and Maritime Administration (MARAD).
  • Develop, prepare and/or conduct occupational safety and health training sessions, orientations, and presentations for Fleet personnel and visitors.
  • Be responsible for assisting with the implementation of the Fleet's Asbestos Action Plan, including the Medical Surveillance Program, ensuring the scheduling of employee's medical examinations with a local medical facility and maintaining employee's medical surveillance program records.
  • Be responsible for policies and programs, which include a variety of areas, e.g., accident, injury and illness investigation; reporting and analysis; accident prevention and loss control; safety education, training and promotion; occupational safety and health standards; personal protective equipment and hazard exposure control; motor vehicle and materials handling safety, hazardous materials handling and controls; occupational health; etc.

The Ideal Candidate is a person possessing shipboard, maritime or shipyard experience, knowledge of OSHA standards, and the ability to manage and evaluate an occupational safety and health program in an industrial setting.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TEST: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. Failure or refusal to take a drug test may result in disciplinary action up to and including removal from federal service

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience with occupational safety and health management principles, practices, procedures, laws, and regulations to plan, organize, develop, implement, and evaluate a safety and health program; AND
  • Experience conducting surveys, inspections, evaluations and investigations where equipment operations, working conditions and methods, and materials handled are a safety risk.

To qualify for the GS-11 on Education alone, you must have:

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Safety Engineering-Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.

Written Communication-Writes in a clear, concise, organized, and convincing manner for the intended audience.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
